International Rescue Committee (IRC) announces its need for an ICT employee to work in a full-time job at its headquarters in Lebanon.

Job Description:

The ICT for Programs (ICT4P) unit under the Economic Recovery and Development (ERD) sector supports livelihoods programs in Lebanon focused on conditional cash programming, job and legal counseling, job referral, and employment services, and access to short term skill and on the job training. The program has field offices in Deir Dalloum (Akkar) and Mt Lebanon. The primary focus of the ICT4P Officer’s role will be maintenance and continuous improvement of this system through business requirements and analysis and aiding reporting by the Monitoring & Evaluation team in general. The ICT4P Officer will apply innovative uses of technology that directly help beneficiaries and improve program quality and delivery. In addition to strong technical skills, this position will require a person with superb business process analysis and interpersonal skills. 

Eligibility:

  • You must have a degree in Computer Science, Statistics, or equivalent experience in software development.
  • You should have demonstrated experience with Linux.
  • You must have demonstrated experience with the Python programming language; Django framework preferred.
  • Have working familiarity with other programming languages such as PERL, Java, Ruby or .Net preferred.
  • You should have a demonstrated experience analyzing data with SPSS, Statistics or Programming preferred.
  • Working familiarity with tools like Zoho Reports, Tableau, Qlikview, Excel.
  • Have experience in training the staff on the use of technologies including translating technical terms into common language.
  • You should have an excellent visual design sense regarding the clear and accurate presentation of data.
  • Ability to work in a multi-cultural environment and travel as required to project field sites.
  • You must have excellent interpersonal, oral and written communication skills; demonstrated the ability to successfully work in a fast-paced environment within and across departments/functions/geographic locations, and develop positive relationships with local and remote based staff.
  • You must have excellent spoken and written English and Arabic language skills.

Your Responsibilities:

Support data gathering and information management activities, to include:

  • Build and maintain strong relationships with internal departments and cultivate a deep understanding of the ICT4P engagement model and offerings across the agency.
  • Create project proposals in coordination with business stakeholders, including requirements and use cases; deliver clear documentation for execution.
  • Maintenance and creation of electronic surveys using tools like ODK Collect and Ona.io.
  • Generation of maps and data visualizations using ArcGIS.
  • Maintain and support all information management systems related to ERD programs, including:
  1. Serve as a main focal point with any external vendors developing and supporting any technology systems in place for programs with the support of the Regional ICT4P Coordinator.
  2. Manage the Software Development Lifecycle (SDLC) by Consulting with program staff on information and application needs; maintain specification documents and project plans, and lead application and tool development against those plans.
  3. Oversee and Monitor the server’s security and logs to ensure the security of the server.
  4. Train ERD data analysts, officers, and assistants on how to best make use of the system.
  5. Routinely troubleshoot the information system for errors and resolve those errors.
  6. Evaluate existing applications and platforms, give recommendations for enhancing performance via gap analysis, identify the most practical alternative solutions and assist with modifications.
