CARE is offering a job opportunity in North-East Syria as Deputy Director Programs (DDP). CARE's programs North-East Syria (NES) have a strategic focus on the provision of humanitarian assistance and resilience centered programming with a key focus on livelihoods and food security. The NES program provides an emergency response with a mixed approach of direct implementation and providing managing food distribution program through a local service provider. On-going monitoring is being done by both by CARE staff and partners contracted locally in North-East Syria.

About Job Role:

  • The candidate will be responsible for the direction and development of CARE's programs in NE Syria and reporting to its director.
  • The candidate must supervise program teams comprised of both international and national staff and participate actively in the leadership of CARE programs elsewhere in Syria. he must be able to provide appropriate training to newly-hired CARE colleagues in-situ.
  • It is expected that the candidate will provide strategic leadership in the areas of program development, implementation of CARE's North-East Syria humanitarian and where appropriate resilience and recovery interventions. He has to ensure that the Hub has a robust and diverse donor funding base and that programs are implemented fulfilling high-quality standards, delivering to the desired impact.
  • The candidate will manage a team of professionals focused on the design, funding, implementation of programs and projects as well as he must also ensure that systems, policies, procedures, and people are in place to ensure the proper management and implementation of those projects and programs.

Key Responsibilities:

The candidate for this role will be responsible for the following tasks:

  • Program Strategy & Design.
  • Staff Management.
  • Program Management.
  • Context Monitoring & Contingency Planning.
  • External Relations, Partnerships.
  • Other responsibilities as assigned.

Required Qualifications:

  • Bachelor's degree in related field or equivalent combination of education and work experience.
  • Demonstrated experience in leading strategic and operational planning in the conflict context.
  • Demonstrated leadership and management skills in a very complex international setting.
  • Extensive conceptual skills including the development of viable program strategies.
  • Demonstrated experience in program design (including proposal development), implementation, monitoring and evaluation.
  • English language proficiency.
