Ark Group is offering a job opportunity in Amman, Jordan as a full-time Head of Procurement. The incumbent will head the Group’s Logistics and Procurement (L&P) Department, overseeing procurement and asset management for all country offices. Primary responsibilities include supplier contracting, supporting procurement staff in the field, providing advice on donor rules and regulations and leading on the overall professionalism and development of the department. The role is heavily focused on services procurement and contract management, including drafting and overseeing sub-grantee agreements; logistics is a minor part of the role.

Qualifications:

  1. Minimum of 7 years of relevant work experience with at least 2 years in a management role.
  2. Knowledge of international donors (such as DFID, CSSF, USAID, EC) procurement rules and regulations.
  3. Demonstrated experience in supplier contract management, including administration of sub-grants.
  4. Demonstrated experience of international procurement and supply-chain best-practice. IACCM practitioner and/or CIPS qualification an advantage.
  5. Experience with Enterprise Resource Planning (ERP) - procurement module, preferably Oracle or similar.
  6. Maintains a high standard of integrity.
  7. Ability to apply knowledge and independent judgment to resolve complex problems.
  8. Proactive, problem-solving approach.
  9. Excellent interpersonal skills projecting a cooperative attitude.
  10. Ability to work in a team with people of different backgrounds.
  11. Excellent Outlook, SharePoint, Word, Excel, and PowerPoint skills.
  12. Ability and willingness to travel internationally.
  13. Bachelor's degree qualified.

Job Key Responsibilities:

  1. Oversee and develop Group L&P policies and procedures to ensure compliance with donor standards.
  2. Maintain and continuously seek to improve the Group procurement system.
  3. Provide procurement policy guidance to project staff and partners in accordance with the ARK procurement manual and donor guidelines.
  4. Advise country office staff on the development of specifications and Statements of Work, drafting of competitive tenders and the evaluation of technical and cost proposals for the procurement of goods and services.
  5. Review and draft contractual documents including supplier, sub-grantee, consortium and partnership agreements.
  6. Lead on drafting new contractual templates, processes, and systems as required.
  7. Oversee procurement planning together with project teams during bid development and project launch.
  8. Oversee Group asset management and inventory in conjunction with country office L&P staff.
  9. Review and approve payment requests initiated by the L&P Department.
  10. Advise the Head of Corporate Services on L&P staffing requirements and manage Country Office staff responsible for L&P processes in Country Offices.
  11. Provide periodic procurement reporting to the Head of Corporate Services against agreed departmental KPIs.
  12. Assist the Business Development Department with bid writing on matters relating to procurement.
  13. Provide training, supervision and mentoring for L&P staff on procurement policies and procedures.
