Job Opportunity as a Legal Needs Officer at IRC in Syria 2020

The International Rescue Committee (IRC) is seeking a talented Legal Needs Officer to join the work team in Idleb, Syria for 2020. This position will be based in Darkoush in Idleb governorate and focus on supporting the implementation of protection rule of law (PRoL) programs in northern Syria.  The IRC is scaling up its PRoL portfolio in the Northern Syrian programs including the addition of legal assistance activities. The Legal Needs Officer (LNO) will play a key role in supporting and expanding the legal element of IRC’s protection programming. They will be expected to directly support vulnerable IDPs and host community members to access their legal rights through awareness sessions, individual counselling and legal assistance. The LNO will report to the Legal Documentation Specialist (LDS) based in Amman, Jordan. Major Responsibilities:

  1. Run a legal status project, likely focusing on access to civil status documentation and access to justice in northern Syria.
  2. Conduct a survey of access to justice and the importance of civil status documents on community and household level.
  3. Conduct awareness sessions on civil status documents, protection, rights and entitlements, legal status, and other issues as required.
  4. Conduct mediation related to protection concerns, including housing, land, and property (HLP), civil status documentation, and available services.
  5. Conduct mobile field visits within the community according to monthly work plan.
  6. Identify legal needs in the field and provide on-site counseling to persons of concern through following the legal case management rules and guidance already set in place.
  7. Lead with the help of senior legal need officer and guidance of the Legal Documentation Specialist trainings to other center staff and external partners on relevant legal issues.
  8. Receive and attend to referrals from local NGOs, community members, and INGOs.
  9. Support the senior legal need officer and Legal Documentation Specialist to map existing legal services/administrative bodies in the area.
  10. Develop strong relationships with community leaders, partners and other key stakeholders.
  11. Report all the work duties in timely manner to the senior legal need officer
  12. Other duties as assigned by the supervisor to enable and develop IRC programs.
