The International Rescue Committee (IRC) is offering a job opportunity as a Finance Officer to join the team in Syria for 2020. 

Major Responsibilities:

Internal Controls:

  1. Ensure the application of finance processes in compliance with IRC policies and procedures.
  2. Manage all aspects of day to day operations of accounting department inside Syria.
  3. Managing cash controls as well as maintain cash count sheets up-to-date.
  4. Support the internal audit recommendations; including reviewing payments’ codes.
  5. Process and control all documents for submission.

Treasury Management:

  1. Support and prepare accurate and timely cash counts, including petty cash.
  2. Ensure proper safe keeping of the cash and cheques to be kept in the office; and ensure controlled access, security and safety.
  3. Arranging with Hawala agents and field management to ensure highest level of liquidity, transparency, quickness, and efficiency for money transfer.
  4. Insure and monitor the cash balances and required supporting documents for payments’ processing.
  5. Check on payments’ supporting documents for accuracy and sufficiency.
  6. Perform monthly cash counts and reconciliation and report.

Payments, Documents and Receipts’ Records (Accounting):

  1. Filing all finance records and make it available for internal /external audit and review.
  2. Keep up to date records for staff program advances, and follow up with them to liquidate advances.
  3. -provide statues for all payments submitted to finance make reports for Field Finance Manager and FM.
  4. Reconciliation of accounts and preparing the balance sheet reconciliation and Hawala reconciliation.
  5. Perform other duties, as necessary as requested.

Qualifications:

  1. Education: Bachelor’s degree in Finance, Accounting or Advance Diploma in Accounting from recognized College/Institution, or any equivalent certificate.
  2. Work Experience: Minimum of Two years of finance or accounting experience

Demonstrated Skills and Competencies:

  1. Computer literate with significant experience in MS. Office mainly MS. Excel, accounting package knowledge (SUN system) will be an added advantage.
  2. Previous experience with International NGOs is highly desirable.
  3. Effective communication skills, both written and verbal.
  4. Ability to prioritize among multiple tasks and make decisions.
  5. Language Skills: Fluent in Arabic, Very good in English.
  6. Certificates or Licenses: CMA is a plus.
  7. Working Environment: Preferably working in a multinational organization and INGO sector is a plus.
