The World Health Organization (WHO) is looking for a talented Adviser to the Director to join the team and work in Geneva, Switzerland for 2020. 

Responsibilities:

  1. Participate in the finalization of the Global Digital Health Strategy, including high level consultations and presentations.
  2. Guide the development of frameworks and tools needed to implement the Global Digital Health Strategy, including a maturity model, a digital health toolbox and a business case for digital health initiatives.
  3. Provide strategic input on the direction, priorities and design for the digital health department, in close coordination with the technical departments.
  4. Ensure the coordination and management of the monitoring and evaluation and reporting of the Department's key performance indicators and global reporting requirements.
  5. Oversee the development and implementation of mechanisms to optimize performance of Department deliverables.
  6. Advise on high-level engagements in the digital health space, identifying key stakeholders and promoting WHO position.
  7. Serve as the scientific/technical reference among UN Agencies and the peer community on digital health and innovation.
  8. Build technical partnerships with other UN Agencies, Donors, research institutions and other stakeholders in digital health and innovation to position the technical area of work and implementation into respective policies.
  9. Represent the programme area of work in global fora and capacity building activities.
  10. Other duties as required, at the request of the Director, DHI.

Qualification:

Education:

  • Essential: An advanced level university degree (Masters level or above) in Medicine, Public Health, Management, Social Sciences or related field.
  • Desirable: PhD in Public Health Management, Social Science or related field, specialized training in epidemiology, health management, or public administration. Qualification in a field related to digital health (e.g. informatics, artificial intelligence, data science).

Experience:

  • Essential: A minimum of 15 years professional experience managing and developing digital health technologies and solutions of which 5 years at the international level in multilateral, bilateral or other institutions. Experience in biotechnology or related areas, with exposure to a broad set of fields, such as biomedical data science, clinical medical practice, information technology, bioengineering, biochemistry, material science, artificial intelligence and machine learning.
  • Desirable: Experience in working for development programmes in developing countries. Experience working for a UN agency.

Skills:

  1. Expert understanding of digital health, eHealth, TeleHealth issues and relevant international networks.
  2. Demonstrated excellence in written and oral communication skills, and experience in advocating and communicating with a broad and diverse audience.
  3. Concrete skills in conceptualizing strategies and public health policies and coordinate the development of such initiatives.
  4. Extensive knowledge in WHO or other UN agencies' governing mechanisms, procedures, planning and program management.
  5. Ability to manage and adapt to complex and changing political, social, and economic contexts.
  6. Strong skills in diplomacy and political acumen.
  7. Profound understanding of how the three levels of WHO operate and broader understating of global health and commitments.
  8. Extensive skills in leadership and managing large diverse teams and financial resources.

Languages:

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French.

Benefits:

The remuneration for the above position comprises an annual base salary starting at USD 100,800 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6594 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
