IRC is offering a job opportunity as a full-time Budgeting and Reporting Officer. This position will be based in Tunis part of the IRC Libya country office finance team, reporting and budgeting function. This position requires a high skilled reports preparation, flexible team player with excellent communication and work to tight deadlines

Eligibility criteria:

  1. A Bachelor’s degree in Accounting, Business Administration, Commerce or Finance.
  2. Work Experience: Working experience on budget preparation, budget management and financial reports will be an added advantage.
  3. This job requires strong analytical skills to be able to make logical and strategic budget decision.
  4. Excellent knowledge in Excel.
  5. Must be able to function comfortably in loosely structured but complex work environment, working and prioritizing multiple tasks
  6. Good time management and interpersonal skills.
  7. Excellent computer skills
  8. Must be able to work under minimal supervision.
  9. Language Skills: Excellent English and Arabic, French is a plus.
  10. Travel Requirements: Ability to travel to Libya.

Major responsibilities:

The Budget & Reporting Officer assists in managing the day-to-day budget and grants management function. Under the guidance of the Budgeting & Reporting Manager, the Budget & Reporting Officer make sure the budget and grants management issues are immediately attended and that the donor budgets are prepared in accordance to IRC and donor requirements and are submitted on time. In addition, he/she will ensure that grants are fully implemented in compliance to donor regulations and IRC requirements and donor reporting is on time.

Specific responsibilities:

Specific responsibilities within each functional area are as follows:

  1. Review the budget spending and advice relevant staff on spending status and ask for feedback on all over/under spending.
  2. Update spending plan of the grant in conjunction with the appropriate budget holders.
  3. Participate in the monthly grant implementation and review meetings and present the spending status.
  4. Follow up on the action points based on the comments from the meeting.
  5. Provide support and feedback to Operations and Program managers for all questions regarding the BVA and spending.
  6. Assist in preparing Donor Financial reports of the grant for review by the Budgeting & Reporting Manager.
  7. Make sure the reports are following the donor reporting formats and timely submitted as per contractual requirements.
  8.  Provide update on grant spending status and analysis of grant spending plan vs. actual spending.
  9. Support in month-end closure tasks including staff salary & benefits allocation (local & international payroll), shared program cost allocation, pre-paid expenses allocation, HQ expenses and others.
  10. Assist the Budgeting & Reporting Manager for new grant budget and realignment preparation.
