About the course

In the coming years, the European Union (institutions, Member States, national parliaments, EU agencies, regions, etc.) should mobilise its resources and have its legislative, diplomatic, financial, security and humanitarian instruments drive a global strategy.

To this end, for those working, researching or purely interested in this important policy it is critical to review, extend and update the knowledge and understanding of the  instruments, best practices and tools on the current European migration and asylum policy.

The programme, therefore, includes an overview of the main legal instruments for migration management at EU level, as well as its main actors. Participants will understand and reflect upon implementation challenges that might arise when using these instruments at national level.

Linking theory to immediate practice, this three-day seminar incorporates interactive presentations on the technical content, practical case studies in small groups and feedback sessions.

Which methodology is used?

The programme combines training sessions on both substance and skills:

  • Interactive training sessions presenting the latest developments on migration and asylum legislation;
  • Case studies designed to better understand the function of the instruments put in place to face the current refugees crisis;
  • Debates to promote experience sharing with lecturers and other participants.

Through this programme, participants will have an opportunity to:

  • Understand and keep abreast of the actions taken in the fields of migration and asylum in the EU and at the European level, especially following the refugee crisis: achievements, developments, and opportunities/challenges;
  • Understand the role and importance of coordination between the  EU and the national level: the existing legal tools and instruments, current practices and gaps;
  • Obtain cutting-edge advice and insights from high-level lecturers;
  • Strengthen their analytical skills through the analysis of case studies.

Participants & trainers

The participants

The course is designed for officials involved in migration and asylum management working for the EU, its Member States and non-EU countries. It is also designed for professionals from NGOs, academia and legal practitioners and is especially relevant to media and journalists covering the topic.

Participants should have relevant knowledge on migration and asylum policy and a good command of English. The course will be restricted to a maximum of 25 applicants, allowing for an interactive environment that fosters discussions and facilitates networking.

The trainers

The sessions are given by high-level speakers from the College of Europe’s experts network: a faculty of excellence consisting of practitioners with a sound working experience in and/or with the EU institutions. 

Programme

This three-day seminar includes a comprehensive analysis of the new instruments established by the new European migration and asylum policy.

The programme presents and analyses the different migration challenges that the EU and its Members are currently facing; followed by four sessions dedicated to the different EU responses. The first focuses on refugee movements, the second on irregular economic migration, the third on legal immigration (essentially labour and family reunification) and the fourth on EU external border management.

The programme ends with an interactive workshop looking at the future of the EU and debating as well as analysing strategic issues such as enhanced solidarity between Member States, the further development funding instruments and cooperation with third countries.

The curriculum is therefore designed so that theory and practice can be called on by the participants right after the course in their professional environment.

Practical information

The training course will take place at the College of Europe Bruges campus.

Tuition fee: the tuition fee is € 1,300, which includes participation in the seminar, course materials, lunches and social events. Accommodation and travel costs are at the expense of the participants or their administration.

Accommodation: the College of Europe will be pleased to provide you with information on hotels close to the course venue in the historic city centre of Bruges; Early bird registrations may benefit from preferential rates negotiated with hotels on the basis of first come, first served. Should you wish to use this possibility, please indicate it on the registration form under the section ‘Further comments’. Payment is to be made directly and personally to the hotels.

Meals: Lunches are included in the tuition fee.

Lecture rooms: The lecture rooms are situated in the modern and centrally located Verversdijk and Dijver buildings of the College of Europe. Each room is fully equipped with modern teaching facilities and wireless internet. A computer room is also made available to participants.

College of Europe Library: Participants get full access to the College’s Library, which includes a European Documentation Centre.
