International rescue committee requires a supply chain manager in Tripoli, Libya for a full-time job. The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 2017, 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aims to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. At present, the IRC is conducting these activities in Misrata-Sirte and Tripoli.

Eligibility:

To be considered for this job you should have:

  1. University degree in Supply Chain Management, Supply Chain, Business Management, or related fields.
  2. At least 2 years of post-graduate work experience in supply chain management or logistics preferably with a humanitarian organization.
  3. Experience in working with donor rules and regulations a preference.
  4. Experience with maintaining supply in areas with weak infrastructure.
  5. Strong organizational, interpersonal, and communication skills.
  6. Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
  7. Strong organizational and leadership qualities and willing to exercise initiative.
  8. Willingness to participate and contribute as a team member, under challenging working conditions.
  9. Fluency in Arabic and strong working knowledge of English (oral and written).
  10. Ability to work under a high level of stress.
  11. Experience working in conflict zones with the absence of amenities and recreational facilities.

 Your Responsibilities:

  • Act as a focal point for all Supply Chain activities in Tripoli.
  • Work with field office supply chain staff and the field coordinator to ensure effectiveness, uniformity of supply chain structure and implementation of the IRC’s standard operating policies and procedures.
  • Familiarize with various donor regulations and ensure compliance with internal and external regulations related to all SC activities.
  • Implement job and site-specific training to ensure that supply chain staff possess the knowledge and skills commensurate with their responsibilities.
  • Represent the Supply Chain department in all field base meetings.
  • Provide direction and support to Tripoli SC staff.
  • Ensure all new IRC Supply Chain policies, procedures, guidance, and SOPs are fully implemented to ensure compliance.
  • Ensure that Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements.
  • Responsible for creating and managing a list of contracted suppliers based on the IRC’s standard operating procedures (SOPs). Lead for all Tripoli procurement.
  • Conduct market surveys in key categories to ensure that IRC is receiving the best value for money.
  • Document each procurement request fully and clearly according to IRC policy.
