The UN Volunteers offers a worldwide job opportunity as an International Consultant to work on Sustainable Development and Poverty Reduction. UNV would like to establish a roster of experts. It will be centrally managed by the UNV Volunteer Advisory Services Section in collaboration with the UNV Procurement Unit. It is intended to facilitate the identification and selection of experts potentially suitable and with a demonstrated track record. The roster will be established based on the following areas of expertise related to volunteerism:

Legal and/or Policy analysis and drafting
Measurement of the contribution of volunteerism and volunteers to national and local efforts
Capacity development
Program and strategy development
Evaluation and impact assessment

Required Skills and Experience:

Masters Level Degree in one of the following fields: law, international development studies, political science, public administration, statistics, evaluation, public policy studies, governance, management, organizational management or other closely related disciplines or Bachelor's Degree with an additional 5 years’ experience.
7 - 10 years of experience working in the area of expertise under which the advisory service is demanded (legal and/or policy analysis and drafting, outcome/impact measurement, capacity development, program or strategy development, evaluation)
Track record of performance in similar past assignments at an international level.
Demonstrated experience of working on volunteerism and/or the Sustainable Development Goals is an asset
Experience in consultations with key stakeholders (the relevant governmental institutions, independent experts and non-governmental organizations)
Familiarization with South-South and Triangular cooperation principles is an asset
Direct experience with implementation/design of volunteerism schemes is an asset
Experience in working with government institutions, UN entities and/or NGOs in the country/region of the assignment is an asset
Understanding of the UN Sustainable Development Goals, as well as UN gender equality, diversity and inclusion, and women’s empowerment priorities
Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a short timeframe
Demonstrates flexibility in the event adjustments are required based on the findings, both at the organizational and technical levels, for successful implementation of the assignment
Written and spoken proficiency of the language of the assignment location e.g. English, French, Spanish, Arabic, Chinese, Russian. Working knowledge of English is desirable. Working knowledge of the local language of the country of the assignment will be an asset.

Selection for Assignments:

For each assignment, detailed Terms of reference will be developed in accordance with the identified needs.

For urgent assignments of contract values below US 10,000: UNV may directly contract a qualified candidate from the roster.
For assignments of contract values above the US $10,000 but below the US $100,000: UNV will request at least three qualified roster members to submit a financial proposal or other required documentation specific to the assignment/terms of reference, and subject all to further desk review and selection by an evaluation team
For assignments of contract values exceeding the US $100,000: At this amount, advertisement of the services required will be mandatory. If there are qualified individuals on the roster, they may be notified directly of an advertised assignment, so they can compete with respondents. Such notification will not be for the purpose of automatically shortlisting them.
