The International Rescue Committee (IRC) is offering a full-time job opportunity for a Camp Project Manager in Al Azraq, Jordan for 2020. The Camps Project Manager (CPM) will directly supervise the program leads in Azraq Camp (Women’s Protection and Empowerment and Health, via management in partnership) as well as the operations staff working to support Azraq operations (Supply Chain, Operations, IT and Security).  

Major Responsibilities:

Program Operations and Management:

  1. Responsible for overall coordination of Azraq programming including women and girls safe spaces, centers and clinics.
  2. Ensure timely and quality program implementation, reporting, and monitoring and evaluation across sectors.
  3. Overall budget management and oversight responsibility for the UNFPA health and WPE program in Azraq camp across programs. 
  4. Liaise closely with finance to monitor cash flow/projections.
  5. Lead regular team meetings and amongst programs, administrative and supply chain staff.
  6. Participate in and coordinate program development/donor relations efforts.
  7. Oversee field operations and ensuring all policies, procedures and practices are in compliance with IRC, donor and national requirements.
  8. Ensure timely, efficient and streamlined procurement planning and execution.
  9. Ensure oversight of assets tracking, warehousing and replenishment activities as relevant with colleagues in Supply Chain.
  10. Oversee facilities management, maintenance and upkeep across different areas to ensure proper services provided by the operations team to requestors.
  11. Support in developing plans for optimizing IT capacity in camp facilities, both in systems and personnel.

Coordination and Representation:

External:

  1. Develop and maintain effective working relationships with all stakeholders in Azraq camp – including refugees and community leaders, NGOs, government ministries/authorities notably SRAD, UN agencies, to enhance cooperation and coordination between organizations.
  2. Participate in various camp-level working group meetings.
  3. Facilitate field visits, focus groups and key informant interviews for IRC and donor delegations, journalists, and internal/external visitors.

Internal:

  1. Ensure various sector teams are integrated and there is cross collaboration and coordination amongst the teams in the camp.
  2. Member of IRC/Jordan Extended Senior Management Team (ESMT) making strategic decisions for the country program.
  3. Engaged in program strategy decision making across operational and programmatic areas, through the Strategy Action Plan and its implementation planning.
  4. Coordinate timely and accurate reporting to donors, government and IRC headquarters. 

Staff Performance Management, Learning & Development:

  1. Coach, train, supervise and mentor direct reports.
  2. Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
  3. Manage performance, employee relations and conduct of conduct issues.
  4. Promote and monitor staff care and well-being. 
  5. Ensure that Azraq staff annual leave plan is updated and leave days approved and tracked.
  6. Adhere to and act in accordance with the IRC Global HR Policies and Procedures.
  7. As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.

Staff safety, security and well-being:

  1. Ensure all staff respect and adhere at all times to all IRC safety and security policies and protocols.
  2. Ensure safety and security trainings are provided to existing and newly hired staff in a timely and systematic manner.
  3. Ensure the staff submits movement plans and that a security briefing is provided on the security condition of the area(s) intended for a visit prior to any field visit.
  4. Assist the Safety & Security Officer and Senior Humanitarian Access & Security Manager.
  5. Report all changes and updates in security situation to the Safety & Security team.

Qualifications:

  1. BA/BS Degree (or equivalent) in international humanitarian/development studies, Management and Business Administration, Logistics/Operations or a related field.
  2. 4 years minimum experience working in a humanitarian and/or development NGO.
  3. Proven experience as an efficient and effective manager (including management of people, projects and budgets).
  4. Minimum two years’ experience in budgeting and budget management in a comparable role (Project/Program Manager, Field Manager etc..) familiarity with US and European donors and their rules, requirements and guidelines.
  5. Experience and reliability in carrying out safety and security protocols and managing staff safety and security risks.
  6. Demonstrated Managerial/Leadership Competencies:
  7. Excellent planning and organizational skills, with the ability to appropriately managed and delegate work.
  8. Demonstrated success as a team leader within supply chain/operations.
  9. Excellent analytical, presentation, and communication skills including around field-level humanitarian and development trends.
  10. Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC at forums and with donors.
  11. Strong negotiation skills essential with experience in conflict resolution desirable.
  12. Superior oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.
  13. Positive attitude to work, self-reflective, motivated, inspired, collegial.
  14. Proven ability to work well in teams and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional grace.
  15. Strong commitment to IRC’s mission, purpose and values is required.
