The UNICEF is looking for a National Multiple Indicator Cluster Surveys Consultant to join the team and work in Beirut, Lebanon for 2020. The Multiple Indicator Cluster Surveys (MICS) is an international household survey program developed and supported by UNICEF. MICS is designed to collect estimates of key indicators that are used to assess the situation of children and women. Over the past 20 years, MICS has evolved to respond to changing data needs, expanding from 28 indicators in the first round to more than 200 indicators in the current sixth round, and becoming a key source of data on child protection, early childhood education, and a major source of data on child health and nutrition.

Responsibilities:

Familiarize with the MICS documents (questionnaires, tools, and manuals).
Provide technical and administrative support on the listing process and data collection process, as per the MICS guidelines.
Ensure that the Ethical Protocol and other ethical recommendations are addressed in the survey implementation process and that all MICS related documents are shared with the Ethical Committee (which will be the Institutional Review Board (IRB) through UNICEF RO) on time for approval.
Support CAS in overseeing each stage of the survey process and ensure that the MICS protocols and standards are followed, more specifically during training and field monitoring visits, which feeds into the over quality control of the implementation.
Communicate regularly with the UNICEF CO to all MICS related issues in a timely manner.
Ensure that all survey related documents and deliverables are properly archived throughout the survey process (for example: Memorandum of Understanding, Survey Plan and Budget, questionnaires, manuals, sample design, training/pre-test reports, expert reports, CAPI application, output and tabulation plan tables, syntaxes, datasets,).
Participate in all Technical Committee meetings.
Ensure that lessons learned, problems, and good practices are documented throughout the MICS process.

Qualifications:

A master’s degree in social science degree or any other relevant field.
A minimum of 2 years of relevant professional experience in Proven experience working in the humanitarian field (e.g., NGO, INGO, or UN).
Preview experience in providing training and capacity building.
Experienced with results-based management orientation and practices.
Excellent analytical and writing skills.
Proven experience with both quantitative and qualitative research and data analysis, specifically household surveys.
Developing country work experience and/or familiarity with emergency is considered an asset.
Strong experience and knowledge in human rights issues, the human rights-based approach to programming, child rights, and child protection.
Fluency in English and Arabic are required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.
