UNRWA, the largest United Nations operation in the Middle East with over 30,000 staff working across five areas of operation, is looking for highly committed senior female professionals wishing to make a change to work as an internal oversight specialists.

Eligibility:

You must have:

  1. Advanced university degree (Master’s or equivalent) from an accredited educational institution in public/business administration, human resources management, accountancy, law, social sciences, economics, development studies, international relations or related field; a first-level university degree in combination with three additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  2. Between 7 to 10 years of relevant experience in internal oversight areas including assurance (audit and inspections), evaluations, investigations or ethics.
  3. Excellent command of written and spoken English and Arabic.
  4. Only candidates residing in Jordan with authorization to work in the duty station at the time of application are eligible to apply. The agency will not assume responsibility or accountability to support or facilitate the issuance of work permit in Jordan, and without a valid work permit, the appointment may be rescinded.
  5. UNRWA staff are expected to uphold the highest standards of integrity, neutrality and impartiality at all times. This includes respect for and commitment to human rights, diversity, and non-violent means of dealing with all kinds of conflict.   8. Your Responsibilities:

The mission of the Department of Internal Oversight (DIOS) is to provide internal oversight services that add value to and support UNRWA in achieving its mission by strengthening accountability, transparency, integrity and learning within the agency, in any of the following areas:

  • Assurance (audit and inspections) and advisory services; assessing the adequacy of processes in place and ensuring that resources are acquired economically, using efficiently and assets are safeguarded as well as ensuring that financial managerial and operating information is accurate, reliable and timely, while complying with regulations, rules and other administrative policies and procedures.
  • Evaluation results are incorporated into decision-making processes in order to strengthen learning and accountability in the agency with the aim of improving operations. 
  • Determining the relevance, effectiveness, efficiency, impact and sustainability of ongoing and completed institutional functions by examining expected and achieved accomplishments, result chains, processes, contextual factors and causality.
  • Conducting centralized investigations into misconduct of UNRWA staff, as well as providing technical advice, guidance and training to field offices (and the HR department in headquarters) in the conduct of decentralized investigations, performing under the authority of the field director and using field office staff.
  • UNRWA’s ethics office is administratively attached to DIOS. The objective of the ethics office is to assist the commissioner-general in nurturing a culture of ethics, integrity and accountability, and thereby enhancing the trust in and the credibility of UNRWA, both internally and externally.

About UNRWA:

Following the 1948 Arab-Palestinei conflict, UNRWA was established by United Nations General Assembly Resolution 302 (IV) of 8 December 1949 to carry out direct relief and works programs for Palestine refugees. The Agency began operations on 1 May 1950. In the absence of a solution to the Palestine refugee problem, the General Assembly has repeatedly renewed UNRWA's mandate, most recently extending it until 30 June 2020. The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) is funded almost entirely by voluntary contributions from the UN Member States. UNRWA also receives some funding from the Regular Budget of the United Nations, which is used mostly for international staffing costs. The Agency’s services encompass education, health care, relief, and social services, camp infrastructure and improvement, microfinance and emergency assistance, including in times of armed conflict.
