The International Rescue Committee 'IRC' is offering a job opportunity in Tripoli, Lebanon as an Apprenticeship Officer. You will be responsible for leading efforts to select apprentices, match them to employers selected for the program, and monitor its implementation.

Qualifications:

  1. Bachelor degree in business, human resources, public relations or equivalent.
  2. Experience of 2-3 years of implementing vocational training programs, youth programs and/or, cash for work, preferably in a humanitarian or emergency context.
  3. Experience in community mobilization and participatory decision-making highly preferred and valued.
  4. Experience within the private sector is a plus.
  5. Proven experience and capacity in collecting field-level data, and experience analyzing field data and concisely reporting on results.
  6. Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  7. Excellent interpersonal and analytical skills, creativity and flexibility.
  8. INGO experience preferred.
  9. Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  10. Fluency in English and Arabic required.

Responsibilities:

  1. Establish a referral system in partnership with the job counselor.
  2. Ensure that job placement is correctly matched to clients selected to participate in the apprenticeship program.
  3. Ensure that contracts and code of conduct are signed by both parties and correctly store them.
  4. Conduct weekly visit on the apprenticeship site to verify work conditions, verify the presence of beneficiary as well as troubleshooting as necessary on the working relationship.
  5. Conduct bi-weekly meetings with beneficiaries in the form of interviews or focus group discussions as appropriate. Ensure that payment of beneficiaries is accurately processed.
  6. Conduct regular meetings with all the employers.
  7. Inform employers and apprentices on labor law regulations applying to Lebanese workers and youths, as well as to Syrian refugees and migrant workers.
  8. Generate reports on placements.
  9. Produce statistics and reports as and when required.
  10. Find opportunities for program development and additional placements and communicate these to the line manager.
