CARE is offering a job opportunity in Yemen as Deputy Director for Program Quality (DD-PQ). A major emphasis of this position is to play a strong managerial role in ensuring that CARE's country program strategy is implemented in a quality manner and ensuring projects are implemented while fulfilling standards of quality and accountability along with delivering the desired impacts in making a significant contribution to reducing poverty, social injustice and saving lives. The DD - PQ is expected to provide strategic and technical leadership in the areas of program quality, design, monitoring and evaluation of CARE Yemen's humanitarian interventions without neglecting the long-term development aspects.

About Job Role:

  • The candidate will be responsible for reporting to the Assistant Country Director (ACD-P) and managing a team of professionals focused on program quality as well as monitoring and evaluating programs and projects that are organized by two separate teams: The Technical Specialists Unit and the Program Quality Unit.
  • The candidate will work closely with different program units at the international and regional organization level.
  • The candidate will be responsible for maintaining good working relationships with donors, CARE Member partners, and other stakeholders.
  • The candidate will work closely together with the position of Deputy Director of Program Development (DD-PD) and Deputy Director of Program Operations (DD-PO) and will have to coordinate leave schedules accordingly.
  • The candidate will make field visits regularly and may be asked to perform the duties of the Assistant Country Director (ACD-P) during his absence.

Key Responsibilities:

The candidate for this role will be responsible for the following tasks:

  • Staff management.
  • Technical Capacity across all CARE Yemen program.
  • Program Quality and Learning.
  • External Coordination and Representation.
  • Act for Deputy Directors and/or Assistant Country Director for Programs.

Required Qualifications:

  • Bachelor's degree in international development, or an equivalent combination of education and work experience.
  • At least 5 years in senior management and leadership positions in humanitarian and development programs.
  • Demonstrated leadership and management skills in a very complex international setting.
  • Demonstrated experience in program design, implementation, monitoring, and evaluation.
  • Strong background and extensive experience in emergency programming in conflict settings.
  • English language proficiency.
