The United Nations is looking for an enthusiastic Finance and Budget Assistance to join the team at the Technology Bank for the Least Developed Countries in Turkey in 2020. 

Responsibilities:

Budget:

  1. Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
  2. Supports the Administrative/Program Management Officers in extracting information and generating expenditure reports from computerized information system databases.
  3. Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions.
  4. Researches/compiles data and other information required by the Administrative/Programme Management Officers in the review and analysis of relevant proposals.
  5. Consolidates data and provides support to Administrative/Program Management Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  6. Assists the Administrative/Program Management Officers in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures.
  7. Prepares pre-encumbrances and obligations in IMIS and review them to ensure that funds are available and the correct account has been used.
  8. Assists in the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from IMIS and monitoring reporting requirements by donors.
  9. Assists the Administrative/Program Management Officers in the issuance of allotments and related staffing table authorizations.
  10. Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  11. Reviews draft reports, verifying overall accuracy, consistency and uniformity in the presentation, and ensuring comprehensiveness.

Claims:

Verifies and prepares less complex payments to third parties, commercial entities, and individuals, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.

Treasury:

  1. Reviews incoming payment instructions with regard to banking details and sources of funds.
  2. Prepares payments for final disbursement by Cashier.
  3. Dispatches payment instructions and cheques to banks.
  4. Creates receipts and deposits for all incoming funds.
  5. Notifies payees of status of payments.
  6. Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.
  7. Identifies and annotates bank account movements.
  8. Files and archives documentation as required.

General:

  1. Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  2. Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
  3. Maintains and keep up-to-date files.
  4. Provides administrative support to the Managing Director and Administrative/Program Management Officers, as required.
  5. Performs other related duties, as assigned.

Qualifications:

  • Education: High school diploma or equivalent is required.
  • Work Experience:
    • A minimum of five years of experience in finance, budget, accounting, administrative services or related area is required.
    • Experience in using Enterprise Resource Planning (ERP) system, such as UMOJA and other budget management tools is desirable.
  • Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in oral and written Turkish is desirable. Knowledge of another official United Nations language is an advantage.
