ITU is offering a job opportunity to work as Data Scientist. The successful applicant will be responsible for developing partnerships and collaborates with relevant stakeholders within ITU as well as with international and regional organizations and other relevant entities and do all related works

Responsibilities:

  1. Develops the ITU work programme on big data.
  2. measuring the information society using big data and other new technologies such as artificial intelligence, machine learning, block chain and IoT.
  3. Develops algorithms for processing big data to be included in the ITU Manual on Big Data.
  4. Tests and runs the algorithms.
  5. Participates in the Division's technical cooperation activities by organizing and delivering training workshops and advisory missions
  6. preparing methodological documents and tools related to big data
  7. processes internal and external requests for statistics and answers queries related to methodologies and concepts applied to the data.
  8. Participates in drafting country reports.
  9. Develops partnerships and collaborates with relevant stakeholders within ITU as well as with international and regional organizations and other relevant entities 
  10. Represents ITU at international and regional meetings and seminars and prepares
  11. identifies relevant topics and speakers
  12. coordinates meeting documents and presentations.
  13. Performs other related duties as assigned.

  6. Excellent understanding of statistics, data mining, statistical methods, tests, distributions, sample design, etc.
  7. Excellent knowledge of Java, Python, Hadoop PIG.
  8. Excellent knowledge of processing large scale unstructured data using Hadoop or similar platforms.
  9. Good knowledge of GIS tools, such as QGIS or PostGIS, and of geographical attributes.
  10. Proficient user of one or more statistical analysis tools (SAS, R, SPSS, etc.) and of SQL.
  11. Knowledge of any other programming language used for processing big data would be an advantage.
  12. Some knowledge about data visualization methods and tools, such as Tableau, QlikView or other.

Qualifications:

  1. Advanced university degree in data science, computer science, computer engineering, information systems
  2. Or a first university degree (Bachelor) in one of the fields above in combination with ten years of qualifying experience may be 
  3. At least seven years of progressively responsible experience in working with big data, data mining, parallel processing
  4. Statistical analysis with specific results in academic research, private or public sector, including at least three at the international level.
  5. A Doctorate in a related field can be considered as a substitute for three years of working experience.
  6. Experience working with geographically distributed data and big data related to ICT topics would be an advantage.
  7. Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level
  8. knowledge of a second official language at intermediate level.
  9. Knowledge of a third official language would be an advantage.
