The United Nations is offering a job opportunity for a Program Management Officer to start working within the United Nations Environment Program (UNEP) in Manama, Bahrain for 2020. 

Responsibilities:

Policy:

  1. Advise on integrating an environmental component into UN system-wide development activities and country needs in the region.
  2. Serve as the primary focal point in the region on UN system-wide development work.
  3. Organize and prepare strategies on environmental aspects of UN’s sustainable development work in the region.

Coordination:

  1. Coordinate regional input into UNEP’s programming related to the environmental dimension of country development strategies.
  2. For the region, lead UNEP’s engagement with the UN system and national governments on the development and implementation of national and regional development strategies.
  3. Represent UNEP in discussions on UN Development Assistance Frameworks and country development plans and strategies.
  4. Facilitate a coordinated approach in the region for development work; ensure necessary support (e.g. staff, funding, specialized equipment, supplies, etc.).
  5. Ensure appropriate monitoring of and reporting on UNEP’s development work in the region.
  6. Encourage the active participation of UN major groups and stakeholders in the region that are engaged in UNEP’s line of work.

Partnerships:

  1. Establish and maintain contacts with government officials, other UN agencies, particularly the Resident Coordinators of the region, and non-governmental organizations.
  2. Organize and participate in relevant work groups, meetings, conferences, consultations with other agencies and partners on development related matters.
  3. Establish strong partnerships with UN sister agencies and secretariat focal points in region to increase coherence across UN operations in relation to environmental component of development.
  4. Establish, evaluate and explore strong partnerships with the private sector at regional and national levels to increase UN Environment visibility support.
  5. Perform other duties as required.

Education:

Advanced university degree or equivalent in environment, environmental management, programme management, development or related filed. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in Project Management is an asset.

Work Experience:

  1. At least seven (7) years of progressively responsible experience in the field of environmental governance, program management, program development coordination, capacity building or related field is required.
  2. Experience in working with international, governmental or non-governmental organizations is desirable.
  3. Experience in developing and/or implementing international programs involving various partners, clients and social actors is also desirable.
  4. Experience in building strategic alliances and partnerships and resource mobilization is an asset.
  5. Experience in working with UN Agencies or funds in the area of fund/program management is also an asset.

Languages:

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic are required. Knowledge of another UN language is an advantage.
