The Arab Renaissance for Democracy and Development (ARDD) is seeking to recruit an experienced monitoring and evaluation officer who will be responsible for the implementation of the Monitoring and Evaluation (M&E) framework for ARDD’s projects and programs. You will ensure that projects and programs of the organization are implemented in line with agreed and approved objectives and that projects maintain their strategic vision and result in the achievement of the intended outputs in a cost effective and timely manner.

Eligibility:

You must have:

  1. Bachelor’s degree in social sciences or related field. 
  2. Master’s degree which is preferred.
  3. At least five years of relevant work experience in the monitoring and evaluation field.
  4. Solid knowledge in monitoring, evaluation techniques.
  5. Knowledge of the major evaluation methodologies like qualitative, quantitative, mixed method, and impact and data collection and analysis methodologies.
  6. Experience in training and mentoring staff and local partners.
  7. Experience in data collection.
  8. Strong planning, organizational and interpersonal skills.
  9. Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results.
  10. Data analysis and using data for decision-making in multiple technical sectors.
  11. Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis.
  12. Strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies. 
  13. Fluency in English.
  14. Be a strong team player and be able to work harmoniously with a diverse workforce and under pressure.
  15. Strong quantitative and analytical skills.
  16. Writing and reporting skills.
  17. Proven success in designing, implementing, and operating project M&E systems from project initiation to project closure.
  18. Good knowledge and experience regarding gender mainstreaming.
  19. Experience in strategic performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plan.
  20. Experience in planning and managing surveys.
  21. Good IT skills and high literacy of word processing and spreadsheet/Excel skills.
  22. Fluency in written and spoken English and Arabic.
  23. High level of cross-cultural skills.
  24. Training and capacity building.

Your Responsibilities:

You will be responsible of:

  • Supervise, lead monitoring and evaluation activities.
  • Undertake additional and regular visits to the fields to support the implementation of monitoring and evaluation by ARDD partners.
  • Supervise data collection and collect data on a regular basis to measure achievements against the indicators.
  • Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.
  • Ensure data quality during data gathering and data entry phase.
  • Conduct baseline studies for the purpose of monitoring and evaluation.
  • Supervise and implement field surveys and action researches develop program level M&E strategy development of robust M&E plans and logical frameworks for each project taking into consideration SADD and GAM. 
  • Coordinated monitoring of project activities, ensuring that activities are carried out or as planned or adjusted/adapted as needed. 
  • Contributing to an organizational culture shift from a focus on data being primarily for donor reporting to using data for decision making and action. 
  • Support the technical coordinators and field teams in analysis of data, including going beyond simple. 
  • Use excel charts to more sophisticated statistical analysis. 
  • Responsible for implementing M&E activities of national and international development projects.
  • Assist in conducting regular analysis to: 
  1. Compare data against project milestones, targets, and quality expectations across project sites.
  2. Identify issues requiring further attention.
  3. Define action needed and assign responsibility and deadlines. 
  4. Support design and implementation of internal evaluations and project assessments with relevant program staff and technical advisors.
