The International Rescue Committee (IRC) is looking for a qualified Grants and Compliance Manager to join the team and work in its offices in Aden, Yemen for 2020. The role will focus on coordinating the oversight of grant management processes, collaborating to produce high quality donor reporting, conducting capacity building, and providing support to business development. 

Responsibilities:

Grants Management and Compliance:

  1. Ensure that grants or contracts are well-administered and program/support teams are fully informed of relevant donor compliance regulations and IRC procedures.
  2. Support program staff in grant revisions, cost extensions, no-cost extensions, budget realignments, and other processes as required.
  3. Support maintenance of a comprehensive information management and filing system.
  4. Support the Senior Grants & Accountability Coordinator to develop, roll out, and maintain program monitoring and evaluation tracking tools.
  5. Coordinate and support regular monitoring of grants, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening and Closing Meetings.
  6. Support the Senior Grants & Accountability Coordinator, Deputy Director for Programs, and Country Director to maintain positive and constructive relationships with donors, in-country and abroad.
  7. Liaise with donors and track correspondence as required.
  8. Ensure that effective channels of internal and external communications relating to grants are established and respected.
  9. Ensure that senior management and technical leads understand donor communication protocols and provide copies of correspondence for files.
  10. Maintain a database of key donor contacts.
  11. Maintain a broad and deep understanding of relevant donor policies, regulations and procedures.
  12. Proactively identify compliance risks throughout the portfolio and advise programs, support teams, and senior management on necessary actions
  13. Liaise with IRC HQ in NY and London about specific compliance issues and clearly communicate these issues through to relevant colleagues in the field.

Reporting

  1. Manage external reporting to ensure timely delivery of high-quality reports which meet donor and IRC requirements.
  2. Ensure draft reports are disseminated for review/feedback by senior management and HQ staff prior to submission.
  3. Oversee sub-grant reporting requirements to ensure forward planning and timely submission for donor reporting. 
  4. Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant Unit tools.
  5. In collaboration with the finance team, assist program technical leads and operations staff with understanding the reporting and other compliance requirements on their grants.

Capacity Building: 

  1. Conduct capacity building for international and national staff in grants management, spending tracking, and compliance.
  2. Support ongoing capacity strengthening of international and national staff in report writing, editing and critical analysis.
  3. Support the development and maintenance of a comprehensive information management and filing system that ensures all donor contractual documents, reports, key correspondence, etc. are appropriately filed in up-to-date and consistent soft and hard libraries available as needed.
  4. Support ongoing capacity building of IRC and donor regulations and processes for visibility and communications.

New Business Development:

  1. Support proposal and project/program revisions as required.
  2. Support opportunity identification by monitoring, researching, and analyzing donor strategies. 
  3. Support the Senior Grants & Accountability Coordinator to ensure proposals are tracked with standard IRC tracking tools. 

Qualifications:

  1. Bachelor’s degree required; Master’s degree or equivalent education preferred.
  2. 4 years of progressive professional experience, inclusive of grants management.
  3. Experience working with grants and providing compliance support for USG (including OFDA, USAID), European (including ECHO), and other donors.
  4. Strong collaborator with effective interpersonal, analytical, and communication skills.
  5. Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced and changing work environment.
  6. Must have a proven track-record of proactively identifying and communicating potential problems and proposing solutions for grant management and compliance-related challenges.
  7. Ability to carry out responsibilities independently with minimal technical support.
  8. Fluency in English, both written and spoken. Arabic is an advantage.
