IRC offers a full time job opportunity in Jordan to work as a procurement officer. You will be responsible for the efficient coordination and management of procurement functions for IRC’s office and procure program supplies, services and equipment, whilst ensuring good practices and maintaining audit-compliant records. You will ensure that all purchases of goods and services are done transparently, at the best available price, and in compliance with IRC and donor procurement policy and procedures.

Eligibility:

You must have:

  • University degree in business management, economics, logistics or related fields.
  • From 3 to 5 years of work experience in supply chain operations (Procurement).
  • It's preferred to have experience in working with NGO.
  • Knowledge of generic procurement procedures and practices.
  • At least two years’ work experience in procurement.
  • Competent in spoken and written English.
  • Good mathematical skills.
  • Competent use of PC, especially spreadsheets (Microsoft applications).
  • Strong sense of personal integrity.
  • Attention to details.
  • Ability to multi-task.
  • Team spirit and problem solving abilities.
  • Knowledge and experience in procurement plans, strategies, market analysis techniques, procurement and contracting.
  • Good negotiation skills.
  • Excellent skills in conducting market analysis and sourcing strategies.

Your Responsibilities:

you will be responsible of:

  1. Collecting, organizing and analyzing data market information and data to enable effective procurement planning.
  2. Preparing and implementing procurement plans following related IRC procurement Standard Operating Procedures (SOPs).
  3. Monitor supply market and conduct market surveys & analysis to ensure value for money in procurement.
  4. Procurement.
  5. Support the development of procurement specifications.
  6. Procure all necessary items for programs, offices and residences.
  7. Process approved purchase requisitions through the procurement software ensuring data accuracy.
  8. Train and certify procurement committee members and participate in tender meetings and evaluations.
  9. Prepare bids analysis and other bidding documents for approval.
  10. Conduct negotiations with suppliers that is transparent and documented.
  11. Review procurement documents for accuracy before taking payment for approval.
  12. Collaborating with all departments by coordination with finance, grants and program to ensure smooth and timely procurement.
  13. Coordinate with finance department to make sure the payments are delivered to the suppliers.
  14. Ensuring and checking that procurement is carried out in accordance to IRC and donor-specific polices while preparing payment request.
  15. Attend the procurement committee meetings.
  16. Prepare and executing contracts for recommended bidders.
  17. Timely renew qualifying contracts and master agreements.
  18. Execute contracts against set performance indicators.
  19. Generate all required procurement documentation and maintain records and files in an impeccable manner.
  20. Update and maintain a proper filing system as per IRC supply chain filing protocol.
  21. Maintaining suppliers files and documentation.
  22. Monitoring and documenting supplier performance.
  23. Maintain supplier performance score cards.
  24. Implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.
  25. Providing consistent and constructive support to other departments to ensure compliance with policies and procedures.
  26. Identifying and reporting procurement red flags across the procurement value chain.
  27. Preparing and submitting accurate monthly reports to the procurement manager on time.
  28. Submit periodic procurement tracking report for specific grants that you are assigned to.
  29. Setting procurement team members' objectives.
  30. Documenting training needs.
  31. Ensuring that all procurement staff and counterparts are trained to standard.
