UNESCO offers a job opportunity to work as an associate program specialist at Culture Sector (CLT) in Paris for 2 years. The incumbent will exercise within the movable heritage team the functions of associate program specialist by contributing to the coordination, development, management and evaluation of activities related to the statutory work of the 1970 convention and the ICPRCP.

  6. Advanced university degree (Master’s or equivalent) in the field of culture, history of art, international relations, law, or a related discipline.
  7. A minimum of two years of relevant professional experience in the field of culture or related area, of which preferably one year aquired at international level.
  8. Experience in implementing and monitoring programs and/or projects related to culture or related area.
  9. Knowledge of normative instruments and programs in relation with the fight against illicit trafficking of cultural property, and with museums promotion.
  10. Good interpersonal skills with the capacity to maintain effective working relations with national authorities, cultural institutions, and relevant intergovernmental and non-governmental organizations.
  11. Good analytical, problem-solving, and project management skills.
  12. The ability to work effectively under pressure and to meet tight deadlines.
  13. Very good IT skills, including knowledge of standard office software.
  14. Excellent knowledge of English or French (both written and oral) and good knowledge of the other language.
  15. Relevant training in the field of culture.
  16. Professional experience in the United Nations system.
  17. Professional experience with NGO's (Interpol, Unidroit, WCO, UNODC, ICOM, others).
  18. Knowledge of the 1970 convention on the means of prohibiting and preventing the Illicit import, export and transfer of ownership of cultural property, and of the intergovernmental committee for promoting the return of cultural property to its countries of origin or its restitution (ICPRCP).
  19. Knowledge of UNESCO's standard-setting instruments and programs in the field of culture.
  20. Familiarity with the work and general functioning of international organizations.
  21. Knowledge and understanding of the UN instruments and texts in the field of culture.
  22. Knowledge of another official language of UNESCO (Arabic, Chinese, Russian or Spanish).

Your Responsibilities:

You will be responsible of:

  • Contribute to the planning, coordination and follow-up of the statutory meetings related to the 1970 convention and the ICPRCP, as well as the activities of the unit on the whole, by analyzing and interpreting background documentation, drafting technical working documents or segments thereof; identifying implementation problems/recommending corrective actions, preparing briefings, presentations, reports, drafting correspondence to member states and other stakeholders.
  • Participate in the coordination, development and evaluation of operational and capacity-building activities, training workshops, communication and outreach strategies for the implementation of the 1970 convention and related tools, with special emphasis on the protection of cultural property and the fight against its illicit trafficking in conflict situations; facilitates liaison/communication with representatives of the media, non-governmental organizations and other groups including the general public.
  • Maintain relations and provide backstopping, guidance and information to field offices and other convention stakeholders in the promotion and implementation of the 1970 convention by coordinating, monitoring and evaluating activities carried out in the Field.
  • Monitor and provide recommendations and proposals to the supervisor on the budget related to the implementation of the 1970 convention and contribute to the mobilization of resources in line with the activities and priorities of the program.
  • Assist in the preparation and editing of reports and briefings, contribute to the drafting of responses to queries from member states, statutory bodies, various UNESCO’s partners, the public and the media, concerning the implementation of the Unit's program; contribute to the preparation of deadlines, ensure legal searches and monitoring of archaeological auctions on the web; prepare alerts to states parties and institutions regarding their heritage on sale, particularly on the internet, and assist in updating the website with colleagues concerned.
