The United Nations is looking for a qualified Procurement Officer to join the team and work in New York, USA for 2020. 

Responsibilities:

  1. Serves as a senior procurement and contracting expert with responsibility for the world-wide procurement of a wide variety of supplies and services associated with highly complex (technically and legally) contracts and procurement activities.
  2. Provides technical advice on procurement activities to officials of substantive units during all phases of the procurement cycle.
  3. Analyzes and evaluates procurement requests and ensures appropriateness of technical specifications.
  4. Develops and prepares highly complex report, contracts, agreements and other legal documents for procurement of non-routine and technologically advanced commodities or long-range services; issues international tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts.
  5. Develops new tactical approaches to contracts, as well as new methods for their application, based on market research.
  6. Contributes to development and revisions of institutional procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.
  7. Maintains under constant examination production patterns in exporting countries; evaluates the productive capacities and performance of manufacturers to identify supply sources.
  8. Establishes approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
  9. Acts as focal point for the identification and monitoring of procurement-related risks in relevant risk registers; and provides guidance on all procurement matters relevant to intergovernmental and expert bodies (General assembly, Fifth Committee, Advisory Committee on Administrative and Budgetary Questions).
  10. Provides direction and guidance to more junior staff.
  11. Performs other duties as required.

Qualifications:

Education:

  1. Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, commerce, law or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  2.  Certification in supply chain management such as SCOR-P, CIPS or equivalent is desirable. Certification in project management such as Prince2 or equivalent is desirable.

Work Experience:

  1. A minimum of seven years of progressively responsible experience in procurement, contract management, contract administration or logistics and supply chain management, administration or related area is required.
  2. Experience in drafting and developing procurement policies, guidelines and legal documents is desirable.
  3. Experience in providing advice to officials and senior managers on all procurement matters is desirable.
  4. Experience with databases, SharePoint, or other similar document management system is desirable.
  5. Experience in managing support services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages:

English and French are the working languages of the United Nations. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
