United Nations offers job opportunity to work as a program management officer. The United Nations Environment Program (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The secretariat functions of the convention are performed by UNEP. This post is located in the secretariat of the Minamata convention in Geneva.

Eligibility:

You must have:

  1. Knowledge and understanding of theories.
  2. Concepts and approaches relevant to environmental protection and multilateral environmental agreements. 
  3. Ability to identify issues, analyze and participate in the resolution of issues/problems. 
  4. Ability to conduct data collection using various methods. 
  5. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet and other databases.

  20. Advanced university degree (master’s degree or equivalent) in environmental sciences, economics, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  21. A minimum of five years of progressively responsible experience in project or program management or related area is required.
  22. Experience in governmental, inter-governmental or non-governmental policy development on environmental protection or the management of chemicals and waste is desirable.
  23. English and French are the working languages of the United Nations secretariat. For the post advertised, fluency in oral and written English is required and Knowledge of another official United Nations language is an advantage.

Your Responsibilities:

Under the general supervision of the executive secretary and the direct supervision of the senior program management officer, the incumbent is responsible for the following duties:

  • Assists parties in their obligation with regard to reporting and analyzes information made available through reporting.
  • Assists in the evaluation of effectiveness of the convention through the collection and analysis of relevant information and supporting relevant groups of experts.
  • Provides scientific and technical assistance to parties in the implementation of the convention, including the use of relevant technical guidelines.
  • Participates in the development, implementation and evaluation of assigned programs/projects, etc and monitors and analyzes program/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities and conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Performs other duties as required.
