The International Rescue Committee is looking for a Monitoring and Evaluation Consultant to join the team and work in Amman, Jordan for 2020.

Responsibilities:

  1. Conduct a comprehensive mapping of activities and needs assessment for determination of M&E priority needs.
  2. Present a plan for the organization for improvements in M&E based on the needs identified.
  3. Develop, standardize and improve data collection tools and methodologies (Both Quantitative and Qualitative data sets)
  4. Formalize the process and protocols for using data collection tools and templates.
  5. Improve Data Analysis Methods and Processes.
  6. Develop and Establish a proper clients feedback mechanism.
  7. Support information management personnel by establishing quality control processes (Spot Checks – Satisfaction Surveys – Follow up surveys) to ensure quality of implementation and documentation.
  8. Ensure the implementation of the created policies, procedures, tools, etc.
  9. Strengthen the M&E capacity of partner’s staff and ensure proper transfer of knowledge.

Deliverables:

  1. Assessment report and work plan including list of tools and templates to be developed created based on the needs’ assessment.
  2. Development of Data collection tools & methodologies.
  3. Development of Clients Feedback Mechanism
  4. Capacity building plan for the relevant staff at the partner’s office to ensure proper transfer of knowledge.
  5. Final report/presentation on work done including lessons learned and next steps.

Qualifications:

  1. Degree in social science, research methodologies, international development, social science, economics, or any related field.
  2.   At least 5 years of experience in M&E, data collection, strategic planning, business process and procedure designing.
  3. Advanced skills in Microsoft Office and project management planning tools.
  4. Good knowledge of project management techniques for planning, monitoring, and controlling.
  5. Good experience in delivering trainings on M&E and data analysis.
  6. Ability to work in a multi-cultural environment and travel as required to project field sites.
  7.   Self-directed, able to independently set priorities and solve problems with minimal guidance.
  8. Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions.
  9. Excellent spoken and written English and Arabic language skills.
