The World Health Organization is offering a job opportunity as a Project Management Officer in Geneva, Switzerland for 2020. 

Responsibilities:

  1. Providing project management and monitoring for all engineering and development activities, day-to-day operations and procedures, and special operations and procedures.
  2. Working with programme partners across WHO to support the integration/interoperability of priority datasets with the GHO data repository and content management systems, implementing data and metadata standards and protocols for data exchange and synchronization.
  3. Providing operational technical support and maintenance for the GHO system infrastructure stack, which will ensure the ongoing delivery of services for the observatory.
  4. Promoting the use of standardized approaches for exchange and loading of data in a heterogeneous database environment which will enable the harmonization of data and metadata across the organization.
  5. Providing technical guidance to WHO technical units to prepare for the uploading and maintenance of datasets following a standards based approach.
  6. Providing technical assistance and support to technical units wishing to develop data-dissemination projects, and technical units interested in deploying GHO portal sites using the Observatory's physical and semantic infrastructure and standards.
  7. Provide guidance into to the technical review, implementation and maintenance WHO's XMart data storage and management infrastructure and tools.
  8. Providing support to EXD team and other project sponsors and stakeholders during bidding and vendor selection phases for new projects and RFPs.
  9. Elaborating change requests and ensuring their implementation through vendors.
  10. Perform all other related duties as assigned.

Required qualifications:

Education:

Essential: An advanced university degree (M.Sc) in computer science, business administration, E business, information management, engineering management, or related field. 

Desirable: A Project Management certification- ITIL or equivalent certification.

Experience:

Essential: At least seven years work experience, some of which in an international context, in the area of technical project management linked to data management. Demonstrated experience in the application of business intelligence tools and data warehousing tools and methods. Experience with the use and application of data representation and exchange standards and methodologies.

Desirable: Experience working with UN organizations.

Skills:

  1. Strong technical skills in the area of informatics project management.
  2. Concrete knowledge and skills in informatics projects with multiple implementation teams.
  3. Strong understanding and application of global health statistics.
  4. Excellent knowledge of database systems including MSSQL, MySQL, and Postgres.
  5. Skill in the development of web tools.
  6. Demonstrated skills in the application of content management systems, particularly SiteFinity.
  7. Advanced knowledge of WHO's XMart stack Demonstrated skills in the application of with the following tools and platforms: ESRI GIS tools, Microsoft PowerBI, R + Shiny.
  8. Excellent written and oral communication skills.
  9. Ability to work alone or in a team environment.
  10. Knowledge of international community work on health data standards and protocols for data exchange.
  11. Knowledge and experience with cloud solutions.
  12. Good presentation skills.
  13. Demonstrated ability to work with varied technical teams in different regions to promote and guide data management practices.
  14. Expert knowledge of English. Intermediate knowledge of French is desirable.

Benefits:

The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5091 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
