The International Rescue Committee (IRC) is looking for a Health Manager to join the team and work in Libya for 2020. 

Key responsibilities:

Program Management:

  1. Responsible for overseeing the implementation of all health projects in Tripoli.
  2. Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project’s stated goals and objectives, within the available staffing and budget.
  3. Responsible for ensuring that strong data collection and information management systems are in place for ongoing performance analysis and programmatic action, and that all members of the team know their roles and responsibilities for monitoring and evaluation.
  4. Responsible for the management of program budgets, including the development of procurement and spending plans.
  5. Coordinate with the supply chain manager to ensure proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply.
  6. Ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Ensure that all health activities are consistent with established best practices.
  7. Promote the quality of the IRC’s health programs by setting up quality assurance mechanisms and checks in collaboration with other staff.
  8. Lead the implementation of needs assessments, and support the technical design of such assessments. 
  9. Liaise with operations staff to ensure the operational effective of the health program. 
  10. Ensure compliance with IRC policy and procedures throughout program implementation.

Representation and Coordination:

  1. In coordination with the health Coordinator, actively develop and maintain effective working relationships with key stakeholders in Tripoli, including government actors, UN agencies, international and local NGOs, and other relevant actors.
  2.  In coordination with the health Coordinator, participate in local coordination meetings, and actively try to initiate more coordination among NGO and other civil society partners.
  3. Represent IRC  to  local  communities,  government  departments,  international  agencies,  local partners and donors as required.
  4. Develop strategic partnerships with local organizations, wherever possible.
  5. Represent the Health Coordinator as needed.

Project Reporting:

  1. Ensure the timely submission of information for donor reports for all health projects, including reporting against the logical framework.
  2. Review all reports prepared by the field staff and provide appropriate feedback to the concerned staff, and ensure that reports are written and submitted to concerned bodies in a timely manner.
  3. In collaboration with program managers, review Budget vs. Actual expenditure for health programs on a monthly basis with staff.
  4. Prepare information about IRC program activities as needed

Staff development/capacity building:

  1. Provide supportive supervision to supervisees, including development and monitoring of regular work plans.
  2. Provide timely and quality performance evaluations.
  3. Identify capacity building needs of international and national staff and develop capacity building plans to maximize performance and professional development.
  4. Participate in training and mentoring of health and other staff members in response to capacity building needs.
  5. Ensure IRC HR policies are respected at all times.
  6. Promote the IRC Way with all supervisee.

Qualifications:

  1. Health professional (MD, RNor Midwife), MPH is strongly preferred, but not required.
  2. At least three years’ experience with direct management of the implementation of health programs in a volatile insecure environment.
  3. Excellent organizational and program management experience, including with staff work plans, budget management and monitoring and evaluation.
  4. Excellent leadership, communication, and facilitation skills.
  5. Excellent interpersonal, coordination and networking skills.
  6. Experience with situation analysis and health assessments.
