IRC announces a job opportunity in Lebanon to work as a senior cash distribution officer. This position supports the delivery of humanitarian assistance to those affected by the Beirut explosion. Key responsibilities include capacity building of distribution staff, stakeholders relations, oversight of the program officers and assistants and monitoring and evaluation.

Eligibility:

You must have:

  • BA in social work or BS in business accounting, management or any relevant related field.
  • From 2 to 3 years of experience in community based projects, humanitarian work, or related field. 
  • Demonstrated experience and capacity in cash assistance programming, including conducting data collection and some experience in data analysis. 
  • Solid knowledge of the Beirut governorate.
  • Computer literate with experience in Excel.
  • Good organizational skills.
  • Strong communication and interpersonal skills.
  • Willingness to work in a stressful environment independently and with limited supervision.
  • Fluency in English and Arabic. 
  • Ability to prioritize among multiple tasks and make decisions.
  • Team player.
  • Willingness to travel regularly to field sites.
  • Staff will be based in Mkalles with extensive travel to Beirut and the surrounding areas impacted by the explosion.

Your Responsibilities: 

You will be responsible of:

  1. Identify information gaps concerning project implementation opportunities in Cash, vouchers, food security and NFIs and plan field-based assessments accordingly. 
  2. Support ERD field team and facilitate strategic decision making, such as target area selection (where possible), beneficiary selection criteria and support modalities. 
  3. Provide technical support for the design of cash assistance and possibly NFIs distribution, vouchers distribution, and food distribution projects in line with assessment findings and in coordination with the ERD ER cash Co. 
  4. Support the ERD officers in determining equipment and materials requirements. 
  5. Produce/update program documentation (e.g. consolidated work plans, procurement plans, spending plans, responsibility matrixes, and progress reports), based on project information provided by the ERD officers.
  6.  Assist senior management with any requests for information or data regarding program.
  7.  Identify and facilitate staff, institutional, and community access to resources, advice, expertise, assistance, and materials that will lead to high-quality development activities. 
  8. Provide guidance on administrative matters relating directly to cash assistance and possibly NFIs distribution, vouchers distribution, food distribution activities and facilitate functional cooperation between personnel and systems at all levels. 
  9. Under the direct supervision of the ERD ER cash Co. of coordinate all cash assistance activities in the identified areas and ensure that they are implemented according to agreed quality standards and implementation plans. 
  10. Coordinate with the MEAL team to manage project information and maintain all documentation related to ERD project activities, ensuring that they are accessible, well organized and that they comply with standards and templates agreed. 
  11. Oversee all procurement process for the cash assistance projects, through the implementation, ensuring timely availability of all supplies materials and assets requested for the activities. 
  12. Preparing purchase requests, and payment documents as required, to ensure all payment requests and transactions with contractors follow standardized and transparent procurement systems. 
  13. Ensure transparency in accounting, reporting and documenting cash assistance, and ensure compliance with standards and donor policies. 
  14. Coordinate and assist ERD ER cash Co. in collection of data to measure indicators and ensure reliability of information. 
  15. Coordinate and assist ERD ER cash Co. in the production of periodic reports to track performance and progress. 
  16. Discuss with the ERD team about challenges encountered in the projects, and provide suggestions concerning relevant changes to be introduced. 
  17. Ensure the documentation and dissemination of lessons learnt. 
  18. Report on any problems encountered in the field such as project participant complaints, local authority interference and security threats to IRC staff and activities.
