Mercy corps offers a job opportunity as a safety and security director in its location in Syria.

Position Summary:

The Syria safety & security director is responsible to sync the security management planning and response throughout the country’s programs. He is expected to provide the country director and the team with information, analysis, and tools for the expansion, evolution, and management of program operations throughout the entirety of Syria. The safety & security director is a senior member of the Syria team who provides strategy, briefings and routine updates to the country director. He is based in the country office in Amman but is responsible for quality control and strategy of security management for all Syria programs including all cross-border and in-country activities. The safety & security director is expected to monitor the security situation, trends and political environment throughout the country.

Eligibility: 

  1. You should have a bachelor's degree in a related field: (BA/BSc or equivalent Military College) in a relevant field or equivalent work experiences like security qualification or advanced security management training.
  2. You must have an advanced level of understanding with the philosophy and mode of operation of NGOs.
  3. You should have a minimum of 5 years field-based experience in complex and insecure settings and preferably a conflict environment. Preferably, in more than one country with large teams of staff.
  4. You should have a proven written and analytical skills (sample may be requested).
  5. You must have experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions.
  6. You must have a willingness to work and travel frequently in often difficult and insecure environments.

Your Responsibilities:

  • You should be informed and keep abreast of evolution in the conflict political, security, and economic situations in Syria, Turkey, Lebanon, and Iraq as relates to the current conflict. 
  • You must have a thorough understanding of humanitarian needs and the agency programmatic capacity. Strategize with senior management on forecasting population movements, surges in humanitarian needs, and how it can best meet them.
  • You will direct supervision of the security team to ensure the accuracy of mapping the conflict and incidents, relevance and clarity on reports and applicability to agency objectives. Provide quality control over their work.
  • You will works closely with hubs/programs to devise efficient contingency/scenario plans and ensure they are up to date and reflect the contemporary realities of the context.
  • Ensure the security management systems are contemporary, relevant and tailored to the needs of each hub/program but also productively consistent across the country program.
  • You will undertake regular field visits in order to meet with team members and gain an independent assessment of the situation and the posture in order to devise mitigation/avoidance measures and implement them.
  • You will be responsible to provide critical recommendations to the management of all Syria programs including the designation of Go/No-Go areas, location risk ratings and agency posture, acceptable levels of risk and mitigation measures.
  • You will be responsible for ensuring adequate budgeting for security costs (equipment, training, staffing, consumables).
  • You will be responsible for connecting the right managers with relevant analysis and data required for high-level decision making and will develop/maintain a network of trusted sources to enhance this capability.
