The International Finance Corporation (IFC) in Washington, DC, United States is offering a job opportunity as an HR Officer. The HR Officer will collect and analyze data and recommend improvements in performance and talent management, with a focus on ensuring that the goals being set by the organization for teams, individuals, and management are being met. He/she will own the process of aligning departments, resources, systems, and individuals to talent and performance goals and will support the management of employee talent and performance assessment, tracking, metrics, and appraisal.  The HR Officer will also support talent management by helping manage, develop and retain staff and support the organization in succession planning.

Main Responsibilities:

  • Contribute to the design, review, and implementation of a renewed performance and talent management approach.
  • Support the analysis and interpretation of performance and talent benchmarking information to actively drive improvements and embed a performance management culture throughout all levels of the organization. 
  • Help determine appropriate feedback systems for performance planning and support the design and evaluation of talent and performance appraisal and tracking systems. Assess and develop appropriate key talent and performance indicators and performance goals for specific positions and departments.
  • Assist in the implementation of programs that aim to attract, measure, develop and manage an organization's talent pool. Help management evaluates the effectiveness of the organization's talent strategies. Support in aligning talent to training or development programs to ensure organizational goals are met.
  • Maintain familiarity with developments in both performance and talent management practices and share best practices. Actively promote the smooth and efficient delivery of IFC’s performance and talent management framework. 
  • Ensure all relevant talent and performance indicators and actions are set up correctly in the performance and talent management tools. Liaise with Managers to ensure such plans, strategies and indicators are reviewed and updated in a quality, timely manner. Develop performance improvement plans, coaching agendas, training materials, and progress tracking methods.
  • Analyze performance and talent information and generate performance reports for management to support performance and talent discussions.
  • Maintain and develop policies, procedures and guidelines related to performance and talent management.
  • Identify performance and talent barriers, both functional and geographical, and proposed solutions that consider best practice experience from the private sector.
  • Monitor and assess the effectiveness of programs implemented through trend analysis of program outcomes, interviews with management and staff, etc.  
  • Coordinate training activities/events related to all leadership and employee development sessions.
  • Assist in drafting communications and presentations related to performance and talent management. 
  • Partner with the learning team to provide support to and answer questions from managers and staff regarding learning offerings. Support managers and leaders in their succession plans.
  • Prepare and deliver presentations to HR Client Services teams, staff and managers across all levels.
  • Conduct focus groups and interviews with various levels of stakeholders to gather input for program design and enhancements.
  • Liaise with relevant consultants and vendors.
  • Partner with other members of the HR Program and Client Service teams to design and develop HR initiatives to support the strategic priorities of IFC.
  • Participate in the design of HR tools to maximize the client experience and support the effective delivery of the programs.
  • Participate in special projects and performs other duties as assigned.

Selection Criteria:

  • MBA or master's degree in Human Resources Management, Business, Finance or related field, with at least 5 years of relevant experience in HR or human capital consulting; prior experience working in international organizations or multi-national corporations preferred.
  • Strong understanding of relevant core HR areas and program experience in the design of performance and talent management programs.
  • Good understanding of performance and talent tools including career management and succession planning.
  • Excellent analytical skills; ability to analyze data, draw conclusions and provide data-driven recommendations and reports.
  • Superb planning, coordination, and organizational skills.
  • Excellent verbal and written communication skills.
  • Effective collaboration skills across teams and organizations.
  • A positive attitude, strong results orientation and high degree of initiative and responsiveness.
  • Proven ability to work independently in a fast-paced, high-stakes and often stressful environment.
  • Ability to multitask, meet tight deadlines, and attend to details while staying focused on key priorities.
  • Ability to confidently interact with senior management as well as create trusting working relationships and partnerships at all levels of the organization.
  • Peoplesoft knowledge is desirable.
