United Nations is offering a job opportunity in Geneva, Switzerland, within UN Conference on Trade and Development UNCTAD as a Senior Economic Affairs Officer.

Eligibility criteria:

  1. Advanced university degree (Master’s degree or equivalent) in economics, international law or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. 
  2. A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area, is required. Out of these, at least seven years of progressively responsible experience in the field of International Investment Agreements (IIAs) and development is desirable.
  3. Experience in research and policy analysis on International Investment Agreements (IIAs), as evidenced by a record of relevant publications, is desirable 
  4. Fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable. 

Job responsibilities:

  • Economic or sectorial analysis:
  1. Leads or participates in the formulation, organization and management of mandated programmes on international investment agreements and the formulation of possible economic strategies, policies and actions for adoption by the international community.
  2. Leads or participates in the formulation, organization and management of mandated programmes on international investment agreements and the formulation of possible economic strategies, policies and actions for adoption by member States.
  3. Supervises a team of staff economists undertaking this work.
  4. Commissions economic studies and analyses on various international investment arrangements and their development implications, including on the management of investor-State disputes, that cannot be undertaken internally.
  5. Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the work unit’s outputs.
  6. Finalizes reports on international investment for development for issuance by the United Nations.
  7. Prepares speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences.
  • Intergovernmental support:
  1. Provides direct substantive support on international investment agreements for development issues to intergovernmental bodies (such as the General Assembly, the United Nations Conference on Trade and Development (UNCTAD, the Trade and Development Board, and their subsidiary bodies) by offering strategic advice, giving technical guidance and assisting in developing a consensus.
  2. Manages the work unit’s contribution to the preparation and management of meetings of intergovernmental bodies.
  3. Represents the organizational unit at international, regional and national meetings on international investment agreement issues.
  • Technical cooperation:
  1. Develops and implements programmes aiming at enhancing the capacity of member States in negotiating and implementing international investment agreements and managing investor-State disputes.
  2. Negotiates with donor and recipient governments on technical assistance programmes and projects.
  3. Leads or participates in technical cooperation missions.
  • Programme support:
  1. Functions as the head of the International Investment Agreements Section.
  2. Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavors:
  3. Attends to various administrative matters concerning the International Investment Agreement Section and the Policy and Capacity-Building Branch.
  4. Performs other related duties as required.
