IRC is seeking a governance and rights coordinator for an anticipated USAID funded project designed to promote peace and reconciliation at the community level in South Sudan. The project will incorporate a people-to-people approach and empower people to advance peace, stability, and dialogue through local solutions, civic participation, and increased access to information.  The project will enable local actors to build cross-line interdependence and intra-community cohesion to promote peace processes, reconciliation, and peaceful co-existence. Activities will mitigate conflicts from escalating by providing targeted support to peace actors, community-level leaders/groups and influencers, and constituent-responsive authorities who are engaged in  peace-building, conflict mitigation, and reconciliation. This job is contingent on the IRC being awarded funding and is anticipated to begin in Summer 2020. The IRC is seeking a dynamic Governance and Rights Coordinator (GRC) that will provide overall leadership and oversight for the proposed project, for both technical and operational implementation, under the supervision of the deputy director for programs of the IRC South Sudan office. 

Eligibility:

You must have:

  1. Graduate university degree in peace-building/conflict management, political science, international development, business administration, or other related field.
  2. Minimum five years of relevant professional experience managing and implementing peace-building and conflict management projects, experience in South Sudan which is preferred.
  3. Strong leadership and supervision skills, experience managing staff working in locations affected by conflict.
  4. Strong project management skills, including human resource and financial management.
  5. Demonstrated ability to engage and partner with communities, civil society organizations, government representatives, donors and other stakeholders.
  6. Solid experience with community empowerment programming, including community driven development or other participatory development processes.
  7. Strong knowledge of context and conflict analysis.
  8. Good diplomatic and negotiation skills.
  9. Previous experience managing USAID-funded programs.
  10. Experience with gender-sensitive programming and implementation.
  11. Strong computer skills in MS Office (Word, Excel, Power Point, Access, Outlook).
  12. Strong verbal and written communication skills in English.

Your Responsibilities:

You will be responsible of:

  • Provide strategic leadership and direction, define and implement activities in accordance with the cooperative agreement to achieve the greatest coverage and impact possible.
  • Develop and review, in coordination with key project staff, the overall program strategy and the yearly work and performance plans.
  • Manage the overall project and closely monitor implementation to ensure all activities are delivered according to plans, and that when delays and problems occur remedial actions are identified and undertaken.
  • Work with all key staff and partners to identify technical and organizational assistance needs and ensure the adequate planning and effective provision of this assistance.
  • Oversee the project management team, including technical and operational staff, and evaluate project staff performance.
  • Maintain an ongoing dialogue with USAID, including reporting to USAID through both formal and informal debriefings, as well as periodic reports.
  • Maintain solid cooperation with partner organizations, government officials and IRC management and colleagues.
  • Manage external relations by representing the project and the organization in public forums and ensure the dissemination of project achievements and lessons learned.

The IRC has been one of the largest providers of aid in southern Sudan for over 20 years, offering emergency assistance throughout decades of war. The IRC continues to provide lifesaving support to vulnerable South Sudanese in hard-to-reach areas.
