The World Health Organization (WHO) is offering a job opportunity in NPO Surveillance to join the team in Cairo, Egypt for 2020 providing technical assistance in the areas of Data Management, Surveillance and Certification for the Regional Polio Program. 

Responsibilities:

  1. Aggregate, maintain, analyze and collate country information data related to AFP surveillance, contacts, laboratory, environmental surveillance and population estimates, provision of advice, and actions to improve collection and reporting.
  2. Harmonize data collection across Member States to respond to specific information requests from the technical teams and partners, and identify gaps in data information, and appropriate dissemination of information and knowledge sharing with all partners.
  3. Provide ongoing technical advice to Member States and team members involved in collection, analysis and reporting of data.
  4. Develop key information products such as weekly polio bulletins, updates and indicators using key information data.
  5. Evaluate adequacy and suitability of available data sources for regional polio certification and provide relevant advice for acquiring new data sources to ensure continued evolving need of the polio eradication program are met.
  6. Assist Member States by undertaking AFP surveillance reviews field duty travel missions to provide data management expertise to evaluate the AFP surveillance data flow, quality and data staff competence and provide relevant recommendations for improving data quality and consistencies.
  7. Act as facilitator in data management surveillance and laboratory trainings and workshops to support the training of new and current data managers on existing and updated IFA surveillance and lab systems.
  8. Assist the certification officer by coordinating all data management as well as reporting related aspects for Regional Polio Certification.
  9. Maintain the end-to-end data and analysis sharing with WHO HQ and other GPEI stakeholders by having weekly data sharing with HQ, reviewing quarterly Weekly Epidemiological Record (WER) summaries, and coordinating/facilitating communication between Member States and HQ.
  10. Support coordination with Central IT team to implement best data management and IT practices in managing IT aspects of data storage and programming environment for managing polio information system.
  11. Monitor and track completeness and timeliness of the AFP surveillance data reporting from all sources, by logging all incoming data, preparing completeness and timeliness reports and advice and liaises with Member States if reporting indicators are below certification standard level.
  12. Provide input in surveillance, laboratory and certification activities (meetings, trainings, workshops and field visits) by:
  13. Preparing budget breakdown of the activity for approval by responsible technical officer/unit head.
  14. Preparing proposals and costing for management approval.
  15. Preparations of activity logistics.
  16. Maintain and update data and certification information on polio section of WHO EMRO website by working with content management system and IT department to ensure information on website is most up to date.
  17. Participate in the regional activities and prioritized country support for completion of certification documentation aiming at ensuring that all countries in the region attain polio eradication certification targets within the Polio Eradication Endgame Strategic Plan 2019-2023.
  18. Assigned with certification and IT teams to work on designing and developing a new web application (electronic Annual Certification Report e-ACR) for certification reports submission to replace the former submission process.

Qualifications:

Education:

First level university degree in information or data management, computer sciences, statistics, applied math, public health, or a related field.

Experience:

Essential: At least one-year experience in data management for health programmes.

Desirable: Working experience with poliomyelitis eradication program, or previous related experience within a UN/international organization in a similar capacity. 

Languages:

Use of Language Skills :Excellent knowledge of English and local language. Knowledge of another WHO language is an asset. 

Other Skills (e.g. IT): 

  1. Very good knowledge of Microsoft Office, database applications and Information for Action (IFA) system.
  2. Demonstrated ability to operate Enterprise Resource Planning (ERP)/Oracle systems an asset.
