The International Rescue Committee is seeking a talented Partnership Coordinator to join the team and work in Tunisia for 2020. 

Responsibilities:

Partnership Management:

  1. Lead facilitation and coordination of partnership management processes to ensure well planned, timely, coordinated and coherent partnership management.
  2. Coordinate and co-lead Partner's Project Capacity Review (PPCR) processes, including contributing to and facilitating the collaborative risk analysis and management.
  3. Co-lead Partnership Project Opening, Review and Closing Meetings, together with the Technical Coordinator.
  4. Coordinate and participate in timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the Technical Coordinator to address any project performance issues.
  5. Coordinate narrative and finance reporting processes, including review and feedback.
  6. Liaise with finance to achieve timely funds transfers and proper financial follow up and support for partners; work with finance to address any challenges in payments and raise proposed disallowed costs to SMT.
  7. Work collaboratively with partners and IRC staff to constructively resolve any issues that may arise.
  8. Where partner performance issues are identified, facilitate timely action by the IRC to address any areas of non-performance as they arise.
  9. Maintain complete and organized partnership files for each partner.
  10. Co-lead the review of the performance of the partner.
  11. Manage and facilitate funding opportunities for local and national civil society organizations, making efforts to target women-led and women/girls serving organizations.
  12. Coordinate and co-lead Partner Identity and Background Review (Vetting) processes, including completion of the report for approval.

Promote Effective Partnerships:

  1. Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). 
  2. Facilitate systematic partner feedback on IRC’s management of the partnership relationship, including the documentation of, and response to partner feedback. 
  3. Monitor for opportunities to improve IRC’s overall performance as a partner and make periodic recommendations to SMT.
  4. Provide a quarterly Partnership Management Report to the SMT, incorporating input from technical coordinators and operational leads as appropriate.
  5. Manage the Partnership Working Group (co-responsible for delivering the functions of the PWG), including referral of issues to Senior Management Team as appropriate.

Partner Support and Capacity Sharing:

  1. Facilitate the collaborative development and delivery of the partner project support plan.
  2. Ensure IRC understands partner capacity strengthening priorities, and identifies opportunities and plans for IRC to support partner capacity strengthening efforts.
  3. Support the resourcing of organizational development support where appropriate for partners; coordinate organizational development support to partners.
  4. Collaborate with technical coordinators to integrate technical capacity sharing approaches, including how IRC can learn from local partners.
  5. Promote and identify ways for continual learning between IRC staff and partners.

Partnership Resourcing, Training, and Development:

  1. Work with senior management team to ensure the partnerships management function is appropriately resourced and structured.
  2. Lead efforts to build a strong understanding and application of PEERS and partnership principles, skills and approaches among all departments.

Representation and Coordination:

In consultation with the DDP represent IRC to government  departments,  international  agencies,  local partners and donors as required.

Qualifications:

  1. Five years’ experience in coordinating, implementing and managing consortia in developing or volatile countries. Experience working in Libya a plus.
  2. Fluency in Arabic is a must in addition to English.
  3. Experience in managing partnership models with INGOs and local CSOs.
  4. Experience in coordinating health and procurement programming in insecure environments, hard-to-reach areas, and displaced communities.
  5. Experience in developing and managing complex M&E frameworks. 
  6. Demonstrated capacity to effectively manage a team in remote conditions. 
  7. Experience integrating health programs with other sectors and departments (especially protection).
  8. Demonstrated skills in project design/proposal development and grant management, including working with work, spending and procurement plans. 
  9. Experience in capacity building and mentoring of national and international staff.
  10. Knowledge and experience in participatory design methods, community development and partnership.
  11. Background in situation analysis, assessments, and program implementation.
  12. Demonstrated leadership, communication, and facilitation skills; ability to delegate responsibilities.
  13. Excellent interpersonal and problem-solving skills.
  14. Excellent coordination and networking skills.
  15. Willingness to travel extensively in Libya.
