The World Health Organization (WHO) is looking for a Technical Officer to join the team and work in Amman, Jordan for 2020. 

Responsibilities:

  1. Develop and implement specific resource mobilization plans and tailored donor engagement and recognition strategies in coordination with GPEI partners.
  2. Act as primary relationship manager for existing donors including response to information requests.
  3. Communicate with donors, partners, HQ, RO and RO on programmatic and financial status.
  4. Maintain financial tracking of pipeline funding in collaboration with GPEI implementing partners.
  5. Write donor correspondences, proposals and reports, including regular updates on the status of polio eradication.
  6. Produce donor focused information products, including bulletins and web-stories with the objective of learning lessons and developing best practices .
  7. Negotiate donor agreements to ensure compliance with WHO rules, regulations and policies.
  8. Develop donor briefing notes for the Regional Director and Polio Manager, as required.
  9. Monitor and research donor policies, trends and funding mechanisms, including identification of new funding streams within existing donors.
  10. Identify potential new donors, from the public and private sectors, develop solicitation strategies and manage new relationships.
  11. Collaborate with country offices to identify sources of funding at country level and ensure a comprehensive, consistent approach to donor relations.
  12. Work with counterparts in GPEI partners in the mobilization of resources. Participate in GPEI working groups as required.
  13. Contribute to development, refinement and execution of overall GPEI resource mobilization strategy.

Required qualifications:

Education:

  • Essential: University degree in international relations, communications, marketing, business administration or other related area.
  • Desirable: Professional certification in resource mobilization or fundraising.

Experience:

  • Essential: At least five years of experience in resource mobilization with special emphasis on mobilizing funds from bilateral donors.
  • Desirable: Experience in the field of public health. Working experience in NGOs/UN organizations with North American donor markets.

Skills:

  1. Knowledge of principles, practices and methods of donor harmonization and coordination, priority-setting and resource allocation methods.
  2. Excellent written and oral communications, organizational and negotiation skills.
  3. Significant experience in developing and implementing resource mobilization strategies.
  4. Diplomacy and tact.
  5. Ability to innovate.
  6. Knowledge of public health and international relations required.
  7. High degree of professionalism.
  8. Ability to work effectively with colleagues at national and international levels, and work under tight deadlines.

Language Skills:

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French.

Benefits:

The remuneration for the above position comprises an annual base salary starting at USD 60962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2266 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
