The World Health Organization (WHO) is looking for a talented Technical Officer to join the team and work in Geneva, Switzerland for 2020. 

Responsibilities:

  1. Provide support to programme management, activity planning, monitoring and evaluation of progress and reporting related to the “Building Resilient Health Services to Improve Emergency Preparedness” initiative. 
  2. Undertake technical responsibility in participating in the delivery of activities on quality and emergency preparedness in health services in line with the detailed activity plan for the project. 
  3. Contribute in the development and delivery of trainings aimed at strengthening the national capacity for quality and preparedness for health system/service resilience. 
  4. Undertake reviews of available data, literature, knowledge and experiences on/related to quality and preparedness within the context of health systems/service strengthening in Ethiopia and Liberia by following a systematic and well documented approach. 
  5. Contribute to develop well-structured technical reports, guidance, handbook with regards the implementation of project in different admin levels of Ethiopia and Liberia. 
  6. Conduct regular communication and liaison between WHO HQ technical lead, Regional offices including IST to enable effective project implementation. 
  7. Support the preparation of guidance, briefings, publications, toolkits, analysis as necessary on health service resilience. 
  8. Support emerging technical projects on health service resilience being taken forward by WHO to benefit Member States. 
  9. Perform all other related duties as assigned. 

Required qualifications:

Education:

  • Essential: A first level university degree in medicine, public health, health system policy/services or a related field.
  • Desirable: An advanced university degree (Masters level or above) in healthcare management.

Experience:

  • Essential: At least five years of relevant experience in health services with experiences of working in healthcare facilities, including project management and report writing, of which at least one year working in connection with or under the auspices of an international organization. Demonstrated experience at the international level.
  • Desirable: Experience in working with WHO country office in the field of quality health services and/or emergency response. Experience of undertaking systematic reviews.

Skills:

  1. Knowledge of the linkages between health systems and health security as well as relevant technical guidelines.
  2. Familiarity with the IHR (2005) and the ongoing work linking health systems. 
  3. Proven skills of working with various stakeholders at national and regional levels, especially in the WHO AFRO Region, and other international level organizations. 
  4. Excellent knowledge of public health interventions, good skills in report writing, literature reviews, data analysis and project management. 
  5. Good skills managing projects. 
  6. Familiarity with developing project monitoring and evaluation, and experience with engaging key stakeholders.
  7. Expert knowledge of English. Desirable is intermediate knowledge of French -  Intermediate knowledge of Other UN language.

Benefits:

The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4222 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
