The U.S. Embassy announces a new Request for Application (RFA) to support Tunisia’s ongoing democratic transition through direct support to Tunisian civil society or non-governmental organizations. As U.S. President Barack Obama noted on December 22 “The strong commitment by Tunisia's leaders and the Tunisian people to inclusive political dialogue, consensus-building, and democratic values has been crucial to the success of the political transition and will be equally important during the next phase of Tunisia's history.  This historic moment is an opportunity for the international community to reaffirm and deepen its commitment to Tunisia. The United States stands at the forefront of this effort.” 

This RFA is consistent with U.S. Department of State principles enshrined in the Middle East Partnership Initiative (MEPI) to build participatory societies in which citizens have regular opportunities to hold their government accountable and play active roles in making decisions that affect their lives.

The U.S. Embassy invites Tunisian civil society organizations or non-governmental organizations to submit creative and detailed proposals, which address an array of needs outlined below. Strengthened Tunisian institutions is only one side of the good governance equation.  Of equal importance, and especially critical to maintaining public confidence in the transition, is the role Tunisian civil society must play in serving as conduits for the expression of citizen views and in instilling accountability and transparency in governance.  

Purpose of the Award:

Applications should work toward the following objectives:

  1. Build Tunisian NGO capacity to play a watchdog and accountability role post-national elections and develop effective civic education and advocacy efforts, especially for women and youth in the interior and southernmost governorates;
  2. Provide professional development opportunities for journalists and other media professionals to strengthen the role of media as a means of constructive communication between citizens and the Tunisian government, especially at the local level; and
  3. Sensitize the Tunisian public to issues related to decentralization and upcoming local elections, to include training for newly elected local government officials on intra-governmental advocacy, constituent consultation, and effective messaging.

Number of Applications: Applicants may not submit more than one proposal per organization.

Funding restrictions: U.S. Department of State awards are subject to the terms and conditions, cost principles and other considerations, described in the website: mepi.seiservices.com/LocalGrants.
Projects are usually funded for one year, but the project and budget periods can be a minimum of three months. MEPI can award a grantee additional funding and extend the period of performance beyond the initial project and budget period, on a noncompetitive basis, subject to availability of funds, satisfactory progress, and a determination that continued funding would be in the best interest of the U.S. Department of State.

MEPI reserves the right to award less or more than the amounts described above in the absence of worthy applications or under such other circumstances as MEPI may deem to be in the best interest of the U.S. Government.

Application and Submission Information:

How to Apply: Applicants interested in MEPI Local Grants funding must complete and submit the following four documents and send them via email to
MEPITunis@state.gov.

  • Application for Federal Assistance Form (SF-424) to provide basic information about your organization, the proposed project, the funding amount requested, and information about the announcement to which you are applying.
  • Project Narrative to provide detailed information about your proposed project (see below for additional information).
  • Budget Narrative to provide a detailed explanation of the costs of the project by specific budget and cost categories.
  • Budget Information Forms (SF-424a) to provide information about the amount of funding you are requesting from MEPI (“Federal”) and any funding that your organization is providing to the project (“Non-Federal” or “cost-sharing”).

All submissions must include these components, and may be submitted in English, French, or Arabic. However, final grant agreements will be concluded in English.

Evaluation Criteria:  A MEPI review panel will assess proposals based on their quality, relevance, prospect for success, and originality based on a set of criteria.

Eligibility Information:

Eligible Applicants: Eligible applicants include local representatives of civil society, non-profit organizations, community groups, non-governmental organizations, professional associations, private sector organizations, and universities based in Tunisia.

Dun and Bradstreet Data Universal Number System and System for Award Management Registration: Applicants are not required to obtain a Data Universal Number Systems (DUNS) number or have an active System for Award Management (SAM) registration to submit an application for a MEPI Local Grant. However, all applicants selected for funding must have a DUNS number and active SAM registration to receive an award.

Dun and Bradstreet Data Universal Number System (DUNS): The DUNS number is a nine-digit number established and assigned by Dun and Bradstreet, Inc. (D&B) to uniquely identify business entities. A DUNS number may be acquired at no cost on-line by following the steps below online:

  1. Go to http://fedgov.dnb.com/webform/pages/CCRSearch.jsp
  2. Select Tunisia as the country or territory where your organization is physically located. Complete and submit the form. Organizations will need to provide basic information, including physical and mailing addresses, name and title of the chief executive, primary Standard Industrial Code (SIC), and annual revenue.
  3. Typically, an organization can complete this registration in one day and have a DUNS number emailed to them. For technical difficulties in obtaining this number, please contact Dun & Bradstreet at: govt@dnb.com.

System for Award Management Registration: The System for Award Management, formerly managed by the Central Contractor Registration (CCR), is a U.S.-government wide registry for vendors doing business with the U.S. federal government and requires annual renewal. To register, please follow the steps below:

  1. Go to http://www.sam.gov/  
  2. Select Create User Account, and then select Create an Account again on the left-hand side of the screen under Individual Account Details. Organizations must have a Data Universal Numbering System (DUNS) number to begin the registration process.
  3. Complete and submit the online registration form. If the applying organization already has the necessary information on hand (see the SAM User Guide), the online registration form takes approximately one hour to complete, depending upon the size and complexity of the applying entity. Because of the different steps in the process, it can take anywhere from three to fourteen days to register with the system.
