Job Opportunity at IRC to Work as a Health Data and Information Officer in Jordan

IRC requires a full time senior health data and information officer in Jordan. You will be responsible on harmonizing datasets for all health program components, and will strengthen the approaches to measurement and use of data for programmatic decision making. This job will work closely with the health coordinator, health team members, and M&E coordinator. In addition, you will receive support from and work in close collaboration with IRC’s HQ and regional technical units, in particular the regional health technical advisor, regional ICT4P coordinator, and the DHIS2 technical team. The position will be based in Amman and will report to the health coordinator. Normal working hours are 8:30am to 5:00pm from Sunday through Thursday; with possibility for evening and weekend working hours as needed.

Eligibility:

You must have: 

  1. Bachelor degree in relevant field, public health, bio statistics, computer sciences, information technology or any related field.
  2. At least two years of experience in health information management.
  3. Excellent working knowledge of Microsoft excel and data visualization; previous experience with DHIS or DHIS2 is an asset.
  4. Demonstrated skills in data analysis using a software package.
  5. A creative and analytical thinker who has a proven ability to lead in capacity and organizational development.
  6. Demonstrated ability to self-motivate, use initiative, be flexible, and actively contribute to program’s success and development.
  7. Ability to work well within a team and independently.
  8. Excellent communication, facilitation, problem-solving, cross-cultural and interpersonal skills.
  9. Fluency in English language and it's preferred to have Arabic language skills too.
  10. Previous experience in Syria region preferred but not required.
  11. The ability to represent data in different formats including maps.

Your Responsibilities:

You will be responsible of:

  • Collaborate with country and regional health and M&E teams to ensure that the health data and system are meeting objectives of monitoring activities, data management needs, reporting requirements, and information sharing.
  • Define and implement processes and procedures for information management.
  • Perform training of field staff and roll-out of field-level tools.
  • Maintain harmonized datasets for all program components in line with the Syria HMIS strategy, programming and data management needs.
  • Ensure system remains aligned with Syria monitoring for action plans.
  • Regularly provide capacity building to increase quality entry and usage of data.
  • Work in collaboration with the health and M&E teams to continually identify gaps and solutions in the system including data collection, entry, analysis and dissemination.
  • Ensure that data is submitted by IRC and partner facilities in a timely manner, enforcing data collection, entry, and quality standards.
  • Provide information for internal and donor reporting.
  • Support health team to continually adapt systems to context and improve quality.
  • Accountable for ongoing information security of the HIS system.
  • Manage user access and accounts.
  • Manage day-to-day supervision and leadership to health information management team members to assist with their development as a high functioning team.
  • Respond to and mitigate health information management issues including confidentiality, information privacy and security, information storage and retrieval, data retention, authorship and authentication of data management documentation, and use of classification systems.
  • Other tasks as requested by supervisor.
