The International Rescue Committee (IRC) is offering a job opportunity as a Cash and Livelihoods Assessment Consultant to join the team in the US for 2020. 

Responsibilities:

  1. External Stakeholder Analysis:  Building off IRC’s existing efforts, the consultant is responsible for pulling together information on all relevant national or international actors currently focused on livelihoods, economic recovery, and CVA work in Libya.  The consultant is expected to conduct interviews with various key stakeholders (INGOs, IOM, UNDP, UNHCR, Cash WG, Livelihoods WG) and compile, synthesize and analyze information. This should include:

Internal Stakeholder Analysis: In addition to speaking with external actors, the consultant is also responsible for pulling together key information from within IRC Libya country program to map out entry points for livelihoods and CVA interventions within IRC’s existing sectors / programs. The consultant will research if and how other sectors envision CVA could support their sectoral outcomes, and opportunities for collaboration with new livelihoods / cash programming. The consultant is expected to conduct interviews with various internal stakeholders, including Deputy Director of Programs, Country Director, Technical Coordinators and Program Managers.
  3.  Competition & Partnerships: The consultant will also be responsible for identifying potential partners (international and national, NGO and private sector) and analyzing the pros and cons for each.  The consultant will discuss potential roles for partners and work with the Deputy Director of Programs and Technical Advisor.
  4. Resource Mapping: The consultant will also be responsible for conducting desk research to identify potential sources of revenue for the IRC to launch economic recovery and development programming in Libya, including through the use of Cash and Voucher Assistance (CVA). If possible, the consultant will conduct key informant interviews with key donors, including UNDP, UNHCR, DfID, EUTF, etc.

Requirements:

  1. The consultant should be based in Tunis if possible.
  2. Minimum 5 years of experience implementing / supporting livelihoods or Cash and Voucher Assistance programs.
  3. Strong familiarity and understanding of the Libya conflict and context.
  4. Fluent in English.
  5. Strong analytical, writing and editorial skills.
  6. Strong organizational skills.
  7. Ability to work under extreme time constraints.
  8. Strong interpersonal skills and the ability to work well independently.
